The Norwegian National Security Authority (NSM) is a directorate for protective security service. The Awarding Authority, shall within its area of responsibility, protect information and objects against espionage, sabotage and acts of terrorism, as well as be an initiator for strengthening the security condition and provide consultancy regarding the development of the security works in the society.

Approx. 30000 persons are security cleared in Norway each year. Security clearance is given by the country's 45 security clearing authorities (KM) based on security examinations (personal checks) in different registers carried out by NSM.

The 25 largest security clearing authorities are connected to NSM's information system on a graded platform and use a specially developed application for support for work with security clearance cases. The remaining security clearance authorities have manual routines, which involves inappropriate paper flow. The current application lacks satisfactory functionality for fully electronic case handling and archiving, is difficult to change and has out-of-date user interface. NSM has a need therefor for a fully electronic and NOARK 5 approved case processing and archiving system for use in the personnel security service. The system shall support the personnel clearance process and accompanying assignments. The process is described further on: nsm.stat.no/Arbeidsomrader/Personellsikkerhet/sikkerhetsklarering.

NSM envisages a system that to the greatest possible degree is based on ready developed software (off the shelf), but with high requirements for configurability.

The system shall be placed on a high graded platform, and includes the following deliveries:

- Delivery of an electronic case/archive system;

- Development/adaptation to the purpose;

- Conversion of existing data to the new system;

- Training super users;

- Second line user support for NSM throughout the entire contract period;

- Maintenance of the system in the contract period;

- Upgrading the system in accordance with Norak development, security and system development in general;

- Options for additional functionality, integration with other trade systems and an extension to the maintenance contract beyond four years.
