Monitoring of conservation status of objects of protection of Natura 2000 areas in Greater Poland Voivodeship

1. The subject of the contract is a service consisting in monitoring the conservation status of objects of protection of Natura 2000 sites in the Wielkopolskie Voivodship, in a task system corresponding to the parts of the contract marked from I to III:

a) part I – monitoring of the conservation status of natural habitat 7220 in the Wielkopolska part of the Natura 2000 Rurzyca Valley PLH300017 site;

b) part II – monitoring of the conservation status of Loesel limestone (Liparis loeseli) and shiny sickle (Hamatocaulis vernicosus) in the Wielkopolska part of the Natura 2000 Gniezno Lake District PLH300026;

c) part III – monitoring of the conservation status of the narrowed pupa (Vertigo angustior) in the Natura 2000 Buczyna site in Długa Goślina PLH300056.

Monitoring of the conservation status of natural habitat 7220 in the Wielkopolska part of Natura 2000 Rurzyca Valley PLH300017

Applies to Part I: The Contractor shall carry out field surveys within the deadlines enabling the identification of the natural habitats covered by the contract and the determination of their conservation status. Optimal terms are included in the methodologies developed for the needs of the State Environmental Monitoring OF the State Environmental Protection Of the Environmental Protection Institute, available in an electronic version on the website of the Chief Inspector of Environmental Protection (http://siedliska.gios.gov.pl/pl/).

Area of implementation of individual parts of the subject of the order

For Part I

Assessment of the conservation status of natural habitat 7220 in accordance with conservation measure No. 1 in the order of the Regional Director for Environmental Protection in Szczecin and the Regional Director for Environmental Protection in Poznań of 30 June 2014 on the establishment of a plan of conservation tasks for the Natura 2000 Dolina Ruczycy PLH300017 site (Dz. Province Wlkp. of 2014, item 3784, as of 2018, item 3274) should be made on a representative number of sites in the Natura 2000 area in the Wielkopolska Province. Representativeness for this part of the contract is understood by the assessment of the conservation status at 5 sites monitored so far and 5 additional sites scattered throughout the area of habitat occurrence in the area. In case of doubt, when choosing test stands, consultation with the Ordering Party is recommended.

The Contracting Authority will provide a vector layer of natural habitats, which will be the basis for the designation of research stations (Annex No. 1 to OPZ).

Applies to parts I – III: The assessment of the conservation status should be carried out in accordance with the Regulation of the Minister of the Environment of 17 February 2010 on the preparation of a draft plan of conservation tasks for the Natura 2000 site (Journal of Laws No. 34, item 186, as amended). The total assessment of the conservation status of the natural habitat in the area should result from partial assessments made at the research sites.

In addition, after signing the contract with the Contractor, the Ordering Party will make available the results of previous field tests, including the assessment of the conservation status, for parts I – II.

Applies to parts I – III: For each test stand, the contractor will provide field observation forms described in methodological guides developed for the needs of the State Environmental Monitoring of the State Environmental Protection Of the State Environmental Protection.

In the absence of a finding of the occurrence of a natural habitat/species in the locations indicated, the Contractor shall be obliged to draw up simplified field observation forms containing at least the following information:

(a) the name and code of the natural habitat/species as given in previous studies;

(b) in the case of natural habitats: the name of the unit of actual vegetation (name of the plant group or plant community together with membership in the association, or the name of the association itself);

(c) the date of the field survey;

d) the coordinates of the site in the PL-1992 system;

(e) explain in the notes of the form whether, in the light of the available knowledge, the previously identified natural habitat/species has disappeared on the test bench, together with a justification for why and a proposal for measures to restore it (if possible), or whether there was no previously identified natural habitat/species on the test site and there is an error in identification.

Applies to Parts I – III: A component of the field observation forms is a list of current interactions; the contractor will supplement this list with potential impacts. When identifying impacts, it is necessary to take into account primarily those of a threatening nature, with a division into internal and external. An existing threat should be understood as a factor currently adversely affecting the conservation status of a natural habitat, resulting from natural causes or from human activity; potential hazards should be understood as a factor whose negative impact on the conservation status of the species is likely in the future, resulting from natural causes or from human activity.

For Part II

Field work should be done on potential species sites. The Ordering Party shall make their location available in vector layers constituting Annex 2 to the OPZ.

For Part III

Recognize the occurrence of narrowed pupa in Natura 2000 area outside sites administered by PGL LP, including estimation of species numbers in Natura 2000 area and recognizing the occurrence of existing and potential habitats in Natura 2000 area. to carry out field tests on a representative number of monitoring posts. Representativeness should be understood as the number of positions suitable for the total number and size of positions and the availability of species habitat in Natura 2000 area. The placement of posts must be dispersed throughout the area of species occurrence in the area.

The spatial scope of the part of the Natura 2000 site within which field work should be carried out is presented in Annex 3 to the OPZ.
