Description:
Tender for contract for the design and establishment of DRUPS Facilities for New OUH, as well as subsequent service and maintenance of parts of the DRUPS plant (DRUPS units)

The tendered task includes the delivery of a new DRUPS Plant to the New Odense University Hospital (New OUH), as well as subsequent service and maintenance of parts of the DRUPS facility (DRUPS units) over a longer contract period.

The tender implies that there is a total supply of:

(a) Design and establishment of a single DRUPS Installation in the Construction phase

b) Service and maintenance of the DRUPS units in a subsequent Service and Maintenance phase of 121/2 years.

The contract period is set to optimize the project's long-term total economy.

The task also includes a right of deferral and two options. For more details, see below in points II.2.4, II.2.7 and II.2.11.

With this tender, the Region of Southern Denmark wants to offer a comprehensive solution comprising the design and establishment of a DRUPS Plant for New OUH with subsequent service and maintenance of parts of the DRUPS plant (DRUPS units), as well as support via hotline, in a 121/2 Service and maintenance phase.

The DRUPS facility consists of a DRUPS building with associated technology and welfare facilities, and by extension a chimney. Furthermore, the plant consists of new underground tank plants. The supplier is responsible for the establishment of the entire DRUPS Plant, including the DRUPS building, chimney and underground tank plant and is also responsible for the continuation of 10kV DRUPS cables, so that a connection is achieved between the DRUPS plant and the new Switching Station, which has been established by the 10kV supplier in a separate tendered project (DP43 – 10 kV infrastructure). The Supplier also establishes underground piping from the tank plant to the DRUPS building. Finally, the Supplier establishes parking spaces and outdoor areas in connection with the DRUPS building.

The DRUPS Plant will be built in New OUH's "Technical City" on a matured site (Plots no. 1 and 2). The DRUPS building will be physically built together with the separately established Coupling Station. As mentioned above, the coupling station is offered in a separate tender (DP43 – 10 kV infrastructure) and is not part of the present tender. The same applies to the delivery of 10 kV DRUPS cables from the Coupling Station to Ground No. 1, on which the DRUPS building is located, which is managed by the supplier on DP43 – 10 kV infrastructure.

The establishment of the DRUPS facility includes, in addition to its establishment, including planning, design, control, testing and documentation.

The tender also includes service and maintenance of parts of the DRUPS Plant (DRUPS units) for a subsequent period of 121/2 years from the date of commissioning (hereinafter the "Service and Maintenance Phase"). A "DRUPS unit" means a unit consisting of one diesel engine and starter batteries, one generator, one flywheel and coils, diesel pipeline from daytank, power and control boards, installations and a step-up transformer for 10kV, so that these units together can function as a unit for the supply of emergency power.

The Region of Southern Denmark thus wants a Supplier who can build a stable and reliable DRUPS Plant. Likewise, the Region of Southern Denmark wants a Supplier who, by means of preventive service and maintenance, ensures DRUPS units in good and well-maintained condition with high reliability in accordance with the functional and technical requirements.

For the same reason, the DRUPS Plant is offered as an approximate public private cooperation, with which the Construction Phase is publicly funded and with which the Region of Southern Denmark makes an ongoing payment of the Construction Sum in the Construction Phase. In the Service and Maintenance phase, the Region of Southern Denmark pays on for the Supplier to be in charge of the ongoing service and maintenance of technical parts of the DRUPS Plant (DRUPS units), as well as providing support via the hotline. The supplier ensures that the DRUPS units are functional, and the agreement on the provision of service and maintenance is generally irrevocable for the Region of Southern Denmark for 121/2 years.

The assignment is associated with a right of deferral, which means that the Region of Southern Denmark reserves the right to postpone the commissioning of the plant (i.e. the service and maintenance phase) for up to 18 months after delivery.

Two options are attached to the task:

- Purchase of 2 pcs. additional DUPS units (Option 1).

- Acquisition of Critical Call, which means that the Supplier undertakes, against payment, to respond to urgent inquiries from the Region of Southern Denmark and be there within a response period of 12 hours and start rectification of errors and damage to the DRUPS units (Option 2).
