The City of Ghent, which acts here as a builder of its own infrastructure projects and as a purchasing centre for third parties, wishes to conclude a framework agreement for design assignments of infrastructure works of art in the territory of Ghent for two plots; lot 1 — Bridges and plot 2 — Ground and underground works of art.
For both plots, the City of Ghent designates six design teams for the duration of the framework agreement (4 years) based on the award criteria set out in the specifications.
The concrete partial contracts (from the City of Ghent or third parties) are then awarded per plot following a mini-competition between the top ranked three of the six design teams on the basis of a “smart roulement” (see specifications for description).
The peculiarity is that the first subcontract is already known for both lots; namely the
Theresian Bridge for the City of Ghent (Plot 1) and Bicycle Tunnel The Loop for sogent (Plot 2)
and these constitute the case on which the award criteria for assessing the tenders for the
framework agreement will be applied. That is why this first partial assignment will be together immediately
be awarded with the framework agreement to the first ranked tenderer who
has submitted the most economically advantageous offer for the respective plot of the
Framework agreement.
For the next sub-assignments that will be awarded via mini-competition, the
special provisions laid down in a mini cutlery each time.
BridgesThe subcontracts within this plot each include phase-related assignments and possibly some non-phase-related assignments as described in the General Technical Provisions on Study Assignments (Chapter 4 of the Specifications) and always relate to the design of bridges in broad sense.
For example, bridges for motorized traffic, cyclist bridges or pedestrian bridges in parks. It may involve completely new constructions, modifications of existing structures, complete replacement of existing structures, to even rebuilding existing structures. The use of materials can also vary; steel, concrete, mixed steel-concrete, composite, wood,... Partial assignments may also be limited to a feasibility study.
Level and underground structuresThe subcontracts within this plot each include phase-related assignments and possibly some non-phase-related assignments as described in the General Technical Provisions on Study Assignments (Chapter 4 of the Specifications) and always relate to the design of equal-ground and/or underground structures, being the design of civil engineering structures, with the exception of bridges (lot 1). Possible constructions are tunnels, quay walls, scaffolding, underpasses, underground bicycle parking,... Just as in lot 1, there are no restrictions on users or material use. Partial assignments may also be limited to a feasibility study.
