Short description:
1. The subject of the order is the supply of light fuel oil L-1 — hereinafter referred to as “fuel oil”, for heating purposes, in accordance with the demand of the contracting authority and its successive delivery to the procuring vessel, in accordance with Annex No 4 of the SIVZ — the “Supply Plan”.
2. Minimum parameters that light fuel oil must meet:
— calorific value of min. 42,6 MJ/kg,
— density at 15oC max. 860 kg/m3,
— ignition temperature above 56oC,
— kinematic viscosity at 20oC max. 6,00 mm2/s
— sulfur content of up to 0.1% (m/m).
3. Light fuel oil L-1 must comply with Polish standards and the Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels, by Regulation of the Minister of Energy of 1 March 2017 on methods of testing the quality of light fuel oil, heavy fuel oil and oil for inland navigation vessels, Act of 10 April 1997. Energy Law.
1. The object of the order is the supply of light fuel oil L-1 — hereinafter referred to as “fuel oil”, for heating purposes, as required by the Ordering Party and its successive delivery to the Contracting Authority, in accordance with Annex No 4 to the SWZ — the “Supply Plan”.
2. Light fuel oil L-1 must meet the quality standards set out in PN-C-96024:2011 (Oil preparations - fuel oils) for grade L-1, which should be reflected in the form of a quality certificate delivered to each batch of delivery.
3. Light fuel oil L-1 must comply with Polish standards and the Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels (Journal of Laws 2015 item 1680), by Regulation of the Minister of Energy of 1 March 2017 on methods of testing quality light fuel oil, heavy fuel oil and engine oil for inland navigation vessels (Journal of Laws of 2017, item 584), the Energy Law of 10 April 1997 (uniform text: Journal of Laws of 2019, item 755 as amended).
4. The batch of delivery means the autocysterical one-time supply of fuel oil of one type and grade, identified by a transport document (e.g. proof of infusion, proof of issuance/atest) and a certificate (certificate) of quality.
5. The quantity of fuel oil supplied shall be invoiced in accordance with the m3-based fuel sales system volumetric at a reference temperature of 15°C.
6. The Contractor shall be responsible for the quality of fuel oil supplied.
7. Minimum parameters that light fuel oil must meet:
7.1. Value of min. 42.6 MJ/kg;
7.2. Density at 15°C max. 860 kg/m3;
7.3. Ignition temperature above 56°C;
7.4. Kinematic viscosity at 20°C max 6,00 mm2/s;
7.5. Sulphur content max 0.1% (m/m).
8. Heating oil shall be supplied with automotive tankers in accordance with the requirements of standard PN-91/C-04024, fitted with filler tips with a legalized “measurer” in units of measurement - litre. Deliveries must be carried out with specialised autocysterns supplied with important legalisation characteristics of publishing equipment — pumps and printers — indicating the exact amount of fuel oil spent at real and reference temperature +15°C (publishing equipment should also hold legalization certificates issued by the Office of Measures and Wag).
9. Heating oil will be supplied in accordance with all applicable rules governing the carriage of hazardous materials according to RID/ADR.
10. The fuel oil will be supplied to the contractor's tankers at its expense. The price of transport and filling of the procuring tanks is included in the unit price of 1 m3 of fuel oil. The price delivered in the order range of 1 m3 fuel oil will be subject to the indexation of unit prices as defined in § 3 of the proposed contract provisions, which are part 3 of SWZ.
11. Delivery of fuel oil will be carried out successively (in batches) from 7.30 to 13:00 on working days, based on the demand made by email, fax or telephone by the contracting authority.
12. The Contractor shall be obliged to carry out delivery within no more than 2 working days from the date of submission of the requisition by the Contracting Party.
13. The Contracting Authority reserves the possibility of limiting the subject of the contract during the duration of the contract for reasons independent of the contracting authority, e.g. weather conditions and order of smaller quantities of fuel oil than those specified in Annex No 4 of the SWZ — the “Supply Plan” (total reduction may not exceed 50% of the initial quantity of fuel oil ordered).
