The project objective is to promote the mutual understanding of central agricultural policy issues of political leaders as well as specialists and executives in the German and Kazakh agricultural sector. Transferred know-how finds its way into political decision-making processes.

In the fourth phase of the project, the APD will continue to establish itself as a bilateral platform for dialogue and at the same time focus on 2 key topics:

(i) organic farming and

(ii) Agricultural funding. These topics are a high priority in Kazakhstan, and the APD has already provided expertise on these issues in recent phases. In addition, Germany has many years of experience in the topics that can be conveyed in the context of the project.

The contract for the implementation of the bilateral cooperation project "German-Kazakh Agricultural Policy Dialogue" is to be carried out in an open procedure pursuant to § 119 (2) and (3) GWB i. V. m. § 14 para. 2, 15 VgV. These are "special services" within the meaning of §130 GWB i. V. m. § 64 ff. VgV. The net value of the order is above the threshold value in § 106 GWB i. V. m. Article 4.d of Directive 2014/24 / EU 1. Therefore, the procurement rules of Part Four of the GWB are applicable.

In particular, the applicable CPVs are 79951000-5 (organization of seminars), 75112100-5 (administrative services related to development projects) and 75211000-8 (services in the field of foreign affairs).
