Aware of the need to find new operational solutions to rebuild the city on the city; Podeliha organizes, during the competitive dialogue, an ARCHI DEFI, consisting of an innovation marathon to identify responses to the social, environmental and constructive challenges of tomorrow. Podeliha aims to question, in particular through these projects, its practices and the vision of social housing. This consultation aims to challenge the ambitions and the means of doing things from several angles:
• The resilience of housing in the face of climate change;
• The integration of green and blue grids at the scale of the site and the district;
• Rationalization of land and space;
• The capacity of buildings to change in their volumes and uses;

The proposed solutions will be evaluated in terms of their relevance, their simplicity of application and their respect for the imperatives allocated to programming. Each lot will have specific objectives (coloring focused on the integration of biodiversity and plants, on energy performance, on resilience to climate change depending on the sites, etc.).
The competitive dialogue procedure will continue with a minimum complementary dialogue phase and will conclude with the contracting of a complete project management contract for each of the 3 lots.
The first phase of the call for projects leads to the submission of applications in accordance with the provisions below. Podeliha will make a selection of applications under the conditions described. A maximum of 5 groups per batch will be selected at this stage.
For selected candidates, a consultation file will be submitted including the conditions of judgment of the projects, and the future contractual conditions. These groups will be called upon to participate in a Hackathon aimed at producing an "Urban Sketch". The annex to the call for applications presents the course of this specific time of dialogue.
At the end of this phase, the jury will propose a maximum of 3 groups per lot, in accordance with the provisions of the regulation, to enter a second phase of dialogue.
For the second phase of dialogue, the candidate groups will propose a "Sketch +" level offer to the contracting authority. From this phase, candidates will be able to specify their technical and financial offer.
At the end of this second phase, the contracting authority will close the dialogue and invite the candidates to submit their final tender.
The contracting authority reserves the right to carry out an additional dialogue phase.
According to the conditions described in the documents of the business consultation file, in particular the award criteria, the lots will be awarded.
