The assignment
The annual report of EBN as a public organisation, policy participation and company must meet a large number of requirements. For a number of years now, we have been using external support in the realization of this, also in view of the limited size of the organization. We will continue to need this in the coming years, also in view of the fact that the CSRD and ESRS require companies, including EBN, to report extensively on their impact on people, the environment and society. EBN is obliged to report on the 2025 annual report in line with the new standard, the ESRS. This means that major steps are already being taken to meet this requirement. In addition, EBN wants to be GRI 2021 compliant about the 2023 annual report, which also includes the necessary work for the upcoming annual report. As a result of these developments, support in various areas in the preparation of the annual report will continue to be necessary in the coming years.

Energie Beheer Nederland B.V. (EBN) is 100 percent owned by the Dutch state. We implement parts of the climate and energy policy of the Ministry of Economic Affairs and Climate Policy.
Until 2016, we mainly focused on the exploration, extraction and storage of oil and gas. Now we are one of the driving forces behind the energy transition in the Netherlands. EBN has in-depth knowledge of the Dutch subsurface and plays a key role in connecting private and public parties in the energy sector. Cooperation is of great importance to achieve the climate ambitions.
Participations
As a non-operating partner, EBN is involved in almost all oil and gas projects in the Netherlands. Our interest in these activities ranges from 40 percent to 50 percent. The proceeds of this benefit the treasury and therefore Dutch society.
Activities
Detecting geological energy sources and using them safely, sustainably and optimally;
Invest in reuse or dismantling of old pipelines, wells and platforms;
Develop, apply and share knowledge of geological energy sources and new applications of the Dutch substrate;
Connecting public and private parties in the energy sector;
Manage participations in oil and gas companies.

EBN has more than 160 highly trained employees. They work in a theme team, a specialist department or in a support department.
The purpose of this request for quotation is to:
provide potential providers with information about the contract and the tendering procedure;
Make clear how the potential provider can register, what the registration requirements are and when which data must be submitted;
Provide insight into the way in which the tender takes place, the way in which the tenders are assessed and how the further procedure proceeds.
