The acquisition is subject to the restoration of the soil of the New George property by mass exchange, as well as the reception of the masses. The work will be carried out between 30 August 2021 and 22 October 2021.
Here's how to bid for parts of the procurement:
Section A: Offer including mass exchange works and transport of spoiled lands and waste (the main executor of the works).
Section B: Offer including receipt of spoiled lands and waste. The bidder may offer only a portion of the verses, or alternatively all verses.
The tenderer may submit an offer only for section A or only section B, or separate bids for section A and section B. Alternative or contingent bids are not accepted.
Each section has its own separate promotional forms. The offer shall be valid for at least three (3) months from the last submission period. The offer and the attachments shall be submitted in the Finnish language.
The soil of the target is rehabilitated by mass exchange. The amount of spoilt land and waste to be removed and other land masses to be excavated is approximately 3,000 t. The basis for payment is the total price, which includes both the unit price-based fixed-rate share and the fixed price share. The reception of the masses (Section B) is based on the unit prices given from the masses being delivered.
The tenders shall be based on the requirements of the invitation to tender and the accompanying documents and shall not contain technical or commercial conditions that differ from the request for tender. All tender documents with attachments shall be submitted electronically. The electronic tender document does not need to be supplemented with a signature. The tenders shall show contact details (name, address, telephone number, email address) of the tenderer's contact person for possible contact and for the submission of a procurement decision.
Offer Giving
The tenderer shall attach a completed offer form to his offer. Both offer options have their own offer forms. The tenderer shall complete the requisitioned unit price, et al. Offers may be made on parts of the acquisition as follows:
Section A: Offer including mass exchange works, transport of spoiled lands and waste and landscaping work in the capacity of the main executor
Section B: Offer including receipt of spoiled lands and waste. The bidder may offer only a portion of the verses, or alternatively all verses.
COMPARISON OF BIDS
The subscriber selects the winning bids based on the reference price of the purchase and the fulfilment of the minimum requirements.
Section A: For mass exchange work, the quantities and distances have been estimated for mass transports, on the basis of which the benchmark price of the offer is formed. The work will be compensated according to actual tonnages and miles of transport. The contract is awarded with the lowest bidder at the reference price which has met the minimum requirements.
Section B: The cheapest offer by waste distribution is chosen as the winning bidders for the reception of masses and waste. The benchmark price is calculated taking into account the unit prices provided in the tender and the estimated cost of transport. Any charge per load, receipt fee and transport price shall be calculated at the benchmark price. The transport price shall be calculated by multiplying the amount of one way distance from the destination to the reception facility by the transport price and the amount of tonnage that can fit in one load (38 t.).
The prices in accordance with the following list shall be used as a transport price for the whole journey (not as an increase price):
One-way journey from reception facility (km)
0—20 km => Transport price 0.19 EUR/t/km
> 20-80 km => Transport price 0.18 EUR/t/km
> 80 km => Transport price 0.17 EUR/t/km.
Transport distance is measured as the shortest possible route from destination to reception point. Measurement of the route takes into account that the route can be run in a full-trailer truck.
The bidders to be selected shall meet the minimum requirements and other conditions set out in the invitation to tender. A contract is entered into with the tenderer of the selected tender (Section A). Subscription agreements are made from the receptions of the masses (Section B).
