We would like to hire consultancy services with public procurements. The actual work assignments will be, but are not limited to:
- responsibility for holding and quality assuring procurement processes in cooperation with departments and regional offices
- handling access petitions and objections to procurements
- advice and training within procurements and the procurement field
- assist with other work in the procurement field, such as making templates, routines, procedures, etc.
The consultant will cooperate closely with buyers and other relevant professionals in NVE. We would like to have a flexible framework agreement where call-offs can be made for a few hours/individual assignments or periods with many assignments of approx. 30 hours a week or more.
The framework agreement will be valid for 2 years, with an option for an extension for 1+1 year.
We expect that the value of the procurement in the contract period will be approx. NOK 4,000,000 excluding VAT, including options. The maximum value for the framework agreement is NOK 8,000,000 excluding VAT.

The work can be done digitally online, but an office place can be offered in NVE's premises in Middelthunsgate 29 (Oslo) in periods with many assignments (full time). We would like to have a flexible framework agreement where call-offs can be made for a few hours/individual assignments or periods with many assignments of approx. 30 hours a week or more. All departments in NVE can hire consultants, but it will be governed by the Section for Economy and Management.
We would like tenders for up to 3 consultants who, as a starting point, cannot be replaced during the contract period with option periods. It is important that we have continuity with consultants.
The framework agreement will be valid for 2 years, with an option for an extension for 1+1 year.
We expect that the value of the procurement in the contract period will be approx. NOK 4,000,000 excluding VAT, including options. The maximum value for the framework agreement is NOK 8,000,000 excluding VAT. Call-offs will depend on the amount of work and capacity in the procurement field in NVE. The maximum value is set high in case the amount of procurements increases and internal capacity is low for longer periods of time. The framework agreement does not involve any obligations for call-offs, but there are plans to hire consultancy services in spring/autumn 2022 for a period with somewhat reduced capacity in the procurement field in NVE.
The chosen tenderer must be able to handle minor hourly assignments at short notice (maximum two days), and major assignments with at least 14 days notice.
We would like a non-binding option for project manager services for procurement projects.
We would like consultancy assistance with case management of the above-mentioned work assignments. We do not require legal assistance for this work. The contracting authority has a separate contract for legal assistance.
