Renovation of the district office of Schwäbisch Hall

The Schwäbisch-Hall District Office intends to renovate the District Office building in Münzstraße in Schwäbisch-Hall.
The building complex of the district office in Schwäbisch Hall was built between 1978 and 1980. Apart from necessary renovations, there have been hardly any structural changes since its construction. Thus, the building fabric and the technical equipment are essentially from the time of construction and must now be comprehensively renovated. In the building there are about 360 workplaces on 4 or 5 floors, various offices with public access, as well as meeting rooms and other functional rooms. In the basement there are ancillary and technical rooms, as well as office space used by the district office, which is also to be renovated. The multi-storey underground car park under the district office (1st to 4th basement) has already been fundamentally renovated in recent years and is therefore not the subject of the upcoming renovation measures.
The following topics are particularly relevant for the renovation: fire protection and escape routes, thermal insulation of the envelope surfaces, as well as a renewal of the technical building equipment. The cost of the renovation was estimated at around 26 million euros in 2022.
The building, which was designed and planned by Munich architecture professor Fred Angerer, is outstanding in its structure, architecture and urban classification in the historic city centre of Schwäbisch Hall and has therefore been a listed building since 2013. This means that there are special requirements for the renovation from the monument protection authority and the planned renovation measures must be closely coordinated with the responsible monument protection authorities.
Another particular challenge of the measure is the fact that the operation of the district office must be maintained. Thus, when planning the renovation, the construction logistics and the formation of construction phases must be taken into account. In principle, it is conceivable to move out or completely clear the building, but it is associated with corresponding interim and relocation costs, so that the planner must weigh up the advantages and disadvantages of a renovation during ongoing operations against moving out of the building.
The subject of the award is the services of property planning in accordance with Part 3, Section 1 § 33 et seq. HOAI 2021 of service phases 1 to 9, whereby a step-by-step commissioning is envisaged. For the conclusion of contracts, the use of standard contracts according to HAV-Kom is envisaged.
