Construction site monitoring and safety
The LWL Therapy Center for Forensic Psychiatry in Marsberg, located at Mühlenstraße 26, serves to accommodate and treat addicted offenders under high security standards. The construction project refers to the "Bilstein" part of the building from 1982. The building is divided into five two-storey residential groups. Together with the administration wing and the occupational therapy area, these are grouped in a closed construction around an inner courtyard (atrium), which is used both for business trips and for patients' free hours. The construction site area will be secured by a mobile security fence at a height of at least 4.10 m plus S-wire rolls for the duration of the construction period and expanded or converted and dismantled according to the construction process.

Security in the courtyard
The construction project is divided into individual construction phases, which can be found in the construction site equipment plan. For the roofing work, scaffolding secured against climbing will be erected in sections with OSB boards and S-wire in the inner courtyard and scaffolding outside the building. The scaffolding in the inner courtyard is secured by a mobile security fence at a height of at least 4.10 m with S-wire during construction as well as during each conversion as well as during all other work in the inner courtyard. In addition, a security service is deployed when work takes place in the courtyard.
The arcade/scaffolding on the ground floor of the stations is closed by OSB boards. As a result, the conversion work can be carried out within the wards without patients having access from the inner courtyard through which they could enter the construction site without authorisation. The old façade will remain in place during the renovation work until it is replaced in one step per construction phase. For this work, the mobile security fence with privacy screen will be erected in the courtyard.
Baustellenzugang
Access to the construction site is generally from the outside. Access to the construction site area is via a 4 m wide and 4.20 m high gate system with S-wire. For the roof renovation, a stair tower will be built at the respective construction phase, for the conversion and renovation of the stations, there will be a temporary external entrance (RC 2) per construction phase, which can be reached via the construction site equipment area. Inside the building at the outside entrance there is a push-button fire detector as well as a fire extinguisher.
Security inside the building
A maximum of two stations will be renovated at the same time, while the remaining stations will be in operation. Since the construction site access to the wards is from the outside, there is no need to walk through the gate and through the therapy center.
Tools, building materials, waste on the construction site
The aim is to eliminate safety risks with regard to fire protection and the requirements of the enforcement of measures.
The tool must be cleared from the construction site at the end of the working day. The contractor is free to place a construction site container in the construction site area in coordination with the local construction management. This must be closed securely.
Building materials must be stored in the area of the security fence. Within the building and the roof area, building materials may be stockpiled for work within one week. Access roads, corridors and stairwells must be kept clear at all times as escape routes and fire brigade access.
Gas cylinders and similar hazardous substances and goods must be stored locked up in the external storage area (within the secured construction fence) at the end of the working day.
The construction site must be left swept clean every working day. Waste must be removed from the construction site every working day. Within the secured construction fence, it is possible to set up a lockable container in coordination with the local construction management.
At the end of the day, the security service checks compliance with these requirements.
Fire-hazardous work
Fire-hazardous work and work that could result in the fire alarm system being triggered incorrectly must be coordinated and coordinated with the local construction supervision at an early stage. For this work, a permit procedure must be followed via the fire protection officer.
