These proceedings concern the extension of Nowowiczlińska Street, included in the project entitled: "Creation of an integration node of public transport at the Pomeranian Metropolitan Railway - Gdynia Karwiny stop", co-financed by the European Regional Development Fund under the Regional Operational Programme of the Pomeranian Voivodeship for the years 2014-2020. The contract covering phase 1 of this project was awarded in 2021. The total value of the construction works covered by this project (i.e. phase 1 and the extension of Nowowiczlińska Street) exceeds the pln equivalent of EUR 20,000,000. Pursuant to Article 257(1) of the PPL, the contracting authority provides for the possibility of cancelling the procedure in question if the funds which the contracting authority intended to allocate to finance all or part of the contract have not been granted to it.
I. The material scope of the subject of the contract includes:
1 execution of construction works in accordance with the design documentation provided by the Ordering Party (Annex No. 1.1), instructions for the execution of construction works (Annex No. 1.3) and taking into account the instructions of point 3.5 of the SWZ,
2. obtaining an occupancy permit or submitting a notification of the completion of construction works to the competent construction supervision authority and submitting to the Ordering Party the obtained permit or document confirming the effectiveness of the notification; The Contractor shall determine on its own what parts of the subject of the contract and within what period they require obtaining such a permit or submitting a notification. The Contracting Authority shall grant the Contractor appropriate powers of attorney in this respect;
3. performing author's supervision over the implementation of the contract in the entire material scope from the date of handing over the construction site to the date of final acceptance of works, both in terms of documentation provided by the Ordering Party as well as developed by the Contractor.
II. The subject of the contract for the execution of construction works includes:
1) Demolition and dismantling works,
2) Reconstruction of power equipment,
3) Reconstruction of trolleybus traction,
4) Reconstruction of the gas pipeline,
5) Reconstruction of rainwater drainage,
6) Reconstruction of the water supply network,
7) Reconstruction and renovation of sanitary sewerage,
8) Reconstruction of teletechnical networks,
9) Installation of TIPA boards,
10) Reconstruction of traffic lights with a wardrobe,
11) Reconstruction of street lighting,
12) Road works,
13) Installation of small architecture,
14) Rearrangement of bus shelters,
(15) Green, including:
a. felling and transplanting (temporary location) of trees and shrubs,
b. establishment of lawns with care within 1 year from the date of final acceptance,
c. securing the existing greenery for the duration of the works,
d. planting trees and shrubs and planting transplanted trees and shrubs in new locations with care within 3 years from the date of final acceptance,
16) Temporary traffic organization,
17) Target traffic organization,
18) Installation of the information board,
19) Promotional Activities.
III. The contracting authority informs that pursuant to Article 139(1) of the PPL Act, it will first examine and evaluate the submitted tenders, and then select the contractor whose bid will be the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure. The Contracting Authority, acting pursuant to Article 139(2) of the PPL Act, provides for the request for the declarations referred to in Chapter X of the SWZ only from the Contractor whose offer has been rated the highest.
