Renovation of swimming and sports hall in Olfen - object planning

The present procedure relates to the allocation of property planning services according to § 34 HOAI and is aimed at architects. The subject of the present procedure is the services of building and interior design (LPH 1 to 3 in part (examination) and 4 to 9, § 34 HOAI 2021) for the construction project “renovation of the swimming and sports hall” in Olfen.

The city of Olfen submitted a grant application as part of the federal program” Rehabilitation of Municipal Facilities in the Fields of Sport, Youth and Culture”. Based on the preliminary planning of the architectural firm Scholz Architekten from Senden, the stated goal is to develop an overall architectural concept for the renovation of the swimming and sports hall in Olfen.

” The 2018 federal budget once again provided funds for the rehabilitation of municipal facilities in the field of sport, youth and culture. The funds amounting to 100 million euros are available for the promotion of investment projects of particular regional or supraregional importance and with a very high quality with regard to their impact on social cohesion and social integration in the municipality and the city (partly) development policy. “The building complex (swimming pool and sports hall) from 1966 is to be renovated, energetically rebuilt, functionally upgraded and adapted to today's standards. Today's demands on such a building, such as accessibility/poverty, are also to be taken into account in the planning process. The charm of the old building fabric is to be maintained here. The main aim here is to show that the preservation of old buildings in the village is of great importance. In the future, the building will serve as a center and a meeting place for the Olfen population under the motto “Sport for All”.

The measure was already defined in the 1st update of the Integrated Action Concept of the City of Olfen from 2015. It already states that changing requirements and usage requirements for such a building increase over time and that the building has to be adapted to the current needs of the various user groups in order to keep the building permanently in place. The reduction in CO2 emissions and the use of renewable energies was already recorded at the time.

The redesign of the outdoor facilities is also being considered as part of the renovation project. The reorganization and sorting of the outdoor facilities should once again emphasize the entrance situation of the building complex more and promote the urban development situation.

The funding period generally extends from 2020 to 2024.

The measure is scheduled to be completed by the end of 2023.

The cost estimate for the KG 300 + 400 is: 4,356,555 euros (gross) The services for further specialist planning are awarded in separate procedures. Planning, however, requires a close coordination process of specialist planning with each other.

For the project, object planning has already been largely completed by Scholz Architekten's architecture firm from Senden up to LPH 3 (design planning) in accordance with § 34 HAOI. The existing planning serves as the basis for the service phase 1 to 3 (partial and audit) and 4 to 9 (stepwise) property planning buildings and interiors according to § 34 HOAI and must be taken into account in quotation calculation and further planning and evaluating its usability.
