NHS England South (South West) (the Commissioner) seeks to commission Alternative Provider Medical Services (APMS) Primary Care Services in the Isles of Scilly. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit on behalf of the Commissioners. The Contract start date is 1.2.2019 until 31.3.2022 (3 years and 2 months) with an optional 1 year extension period. The services include essential and additional primary care medical services, out-of-hours period. The registered population is currently 2 380 patients.
This PIN as a call for competition is initially published as a notice for expressions of interest. The commissioner may then choose to proceed to publish tender documents to parties who have responded to the notice and there shall be no further notice published. Any procurement will be based on an open procedure subject to the qualification in Section V1.3). The Practice has a main surgery base on St Mary’s and runs branch surgeries on 4 inhabited off islands:

— Tresco Branch Surgery — Tresco Surgery, Tresco, Isles of Scilly, TR24 0QQ
— Bryher Branch Surgery — Bryher Surgery, Bryher, Isles of Scilly TR23 0PR
— St Martins Branch Surgery — St Martins Surgery, St Martins, Isles of Scilly, TR25 0QL
— St Agnes Branch Surgery — St Agnes Surgery, St Agnes, Isles of Scilly TR22 0PL.
The provider will be expected to:
1) deliver services from all sites, including the off islands;
2) be responsible for the provision of the LPS;
3) be responsible for the regular provision of GOS on the islands;
4) provide all out of hours medical services;
5) provide a range of enhanced services including intra partum care as the second on call midwife;
6) provide a medical staffing service, under separate contractual arrangements with Cornwall Partnership foundation NHS Trust to support the Minor Injuries Unit and inpatient care at the Community Hospital.
