Description:
Collection of municipal waste from inhabited and uninhabited properties from the Nowogrodziec Commune for the period from 01.11.2023 to 31.12.2024

1. The subject of the contract is the provision of services associated with:

1) collection of municipal waste from all owners of residential real estate and uninhabited real estate on which municipal waste is generated from the area of the Nowogrodziec Commune and transport of all collected municipal waste to the Municipal Installation in Lubań – Waste Utilization Center of the Lusatian Communes at 1 Bazaltowa Street in Lubań, for further management;

2) operation of the selective collection point for municipal waste, including problematic waste (PSZOK) – delivery of containers and collection and transport of all collected municipal waste to the Municipal Installation in Lubań – Waste Utilization Center of the Lusatian Municipalities at 1 Bazaltowa Street in Lubań, in order to further manage them.

The municipal waste collection service covers all inhabited and uninhabited properties where municipal waste is generated located in the Nowogrodziec Commune.

General characteristics of the Nowogrodziec Commune in the context of municipal waste collection:

1) the number of residents registered for permanent and temporary residence according to the population register – 14724 people (as of 31.12.2022);

2) the estimated real number of inhabited residents is approx. 12 230 people – data based on submitted declarations on the amount of fees for municipal waste management;

3) area 176.29 km²;

4) the number of inhabited and mixed properties in 2023, i.e. multi-unit buildings with at least one inhabited unit and single-family buildings, is: 3675;

5) the number of uninhabited properties in 2023 covered by the contract is: 295.

A detailed list of localities with a list of the number of single-family, multi-unit properties, including mixed (inhabited part, uninhabited) and uninhabited, as well as the number of inhabitants is attached as Annex 1.1 to OPZ. During the provision of the service, the data will be updated by the Ordering Party. The said list will also be updated on the basis of data provided by the Contractor concerning, m.in. equipping real estate with containers or reports containing addresses of real estate on which municipal waste was generated and which are not included in the database maintained by the Contracting Authority.

The number of inhabitants and addresses of real estate where residents live were determined by the Ordering Party on the basis of data obtained from property managers and administrators, registration data held by the Ordering Party and on the basis of the Declaration on the amount of the fee for municipal waste management submitted until the date of the announcement of the contract.

In the case of the Contractor's request, after signing the contract, the Contracting Authority shall provide a detailed list of real estate/address points from which municipal waste will be collected. During the performance of the contract, the list will be updated on an ongoing basis (by the Contracting Authority and the Contractor).

During the implementation of the service, it is possible to change the number of serviced properties, as well as the number of residents and address changes. Changes can concern both a reduction and an increase in the number of properties and the number of residents. These changes will not affect the change in the amount of remuneration.

It is recommended to carry out a local inspection of the Nowogrodziec Commune. The contracting authority does not envisage organizing a site visit with its participation. In addition, the Contractor should perform an analysis based on systems providing access to spatial information, e.g. Geoportal of the Bolesławiec Poviat.

The service of collecting municipal waste from owners of inhabited and uninhabited real estate from the Nowogrodziec Commune includes the collection of the following types of municipal waste placed in containers or bags:

1) non-segregated (mixed) municipal waste with the code (20 03 01), i.e. waste remaining after segregating the fractions listed below, constituting the so-called sorting waste, in accordance with the provisions of Resolution No. XXX/203/20 of the City Council in Nowogrodiec of November 26, 2020 on the regulations for maintaining cleanliness and order in the Nowogrodziec Commune;

2) Separately collected municipal waste containing, m.in, fractions of: paper, metals and plastics, glass

3) furniture and bulky waste, waste electrical and electronic equipment, used tires, Christmas trees, clothing

4) hazardous waste separated from the municipal waste stream:

5) construction and demolition waste;

(6) biodegradable waste

7) expired medications
