The main object of the acquisition shall be to produce, print, compass and submit a consignment to the voting rights, which shall be referred to in this request for participation as a parish election letter.

Parish elections will take place in November 2022. Parish elections are local elections held every four years. The election elects trustees to approximately 380 congregations.

If the parish is not part of a parish group, one election is submitted to elect members of the church council. The church council runs the operations of an independent parish.

If the parish belongs to a parish group, two elections are submitted. Elected members are elected: to a parish council leading the activities of the parish, as well as a joint church council leading a parish group. There are lists of candidates for both elections separately. The same candidate may be up for election in both elections or only one.

The church's central fund is soliciting offers from the parish election letter printing service.

Competition is about establishing a framework arrangement for the use of parishes and parochial groups with a single service provider.

The Central Fund of the Church is responsible for the practical arrangements for the tender and the receipt of tenders. The procurement decision is not bound by parish groups or congregations, but they decide on the exploitation of this future framework arrangement themselves and may, if they wish, afterwards, to take advantage of the framework arrangement arising from the tender process. Each parish group or parish is billed separately by the chosen provider.

In addition, the service provider may offer postage if the service provider has access to a delivery company other than the Post Office. It is possible to distribute distribution for execution among different distributors.

Based on competition, one supplier is selected. The procurement amounts set out in the request for participation are estimates and the contract does not constitute an obligation to purchase the subscriber or the exclusive right to produce the service provider. The offer must be made in Finnish.

The aim of the tendering process is to provide all potential operators with equal opportunities to participate in the tendering process in accordance with the requirements of fair, non-discriminatory, transparent and proportionate procurement law.

Tenderers are not entitled to reimbursement for the bid or other documents they have submitted.
