Public contract for coaching and consulting services in the operation of technical (IT) production infrastructures for the SPW

This service contract is for the provision of coaching and expertise in the operation of the information system for the SPW.

Two years ago, the Public Service of Wallonia began a reform of its IT strategies. In this context, the administration has acquired the services of a consultant specialized in defining and deploying new IT strategies.

As part of this mission, a study conducted on the IT Operations Directorate highlighted the need to make a profound change in practices. In doing so, a first list of priority actions has been drawn up. This list has been validated by the SPW Strategic Committee (Costra) upon presentation by its President (Secretary General) who oversees the SPW's digital strategy.

The definition of new objectives is accompanied by a reorganization of the structures supporting digital activities within the entire SPW. In this context, several structures are being merged within the General Secretariat and more specifically in its Directorate-General of the SPW Digital and, moreover, digital collaboration (governance) with the Directorate-General for Business is being redefined. Pending the effective establishment of the structure and the designation of its managers, project managers have been appointed in order to prepare the work of each component (5 poles and 3 departments, including one in charge of the operating services of the IT means of production) of the new structure and define internal collaborations (in SPW Digital) and external (between the SPW Digital and its users both internal to the SPW, and external) to be set up.

Considering the challenges in terms of operating IT infrastructures, it will mainly, but not only, be a matter of defining a plan to operationalize the achievement of the objectives set and to accompany the implementation of the defined priority actions.

In this perspective, the SPW wishes to join on this scope, the services of an expert coach in the operation of IT infrastructures (with practical experience in team management and a good mastery of the following technical fields: clouds (and especially hybrid infrastructures public/private cloud and “on premises”), dev ops to support a agile approach to developments, security, definition of architectures in the field of IT infrastructures and virtualization of infra/apps/data).

Under the supervision of the IOC and its management team, it will provide advice, assistance, information and training. To this end, it will support the project manager in charge of the operation and after him, the head of the department designated for exploitation for the definition and then the implementation of an operational plan to achieve the recommendations and priorities defined.

Given its strong technical background and its management experience, it will allow the management team in place to ensure, with proper management, a successful transformation from a technical point of view, but also in all aspects that are important in achieving the objectives set, namely: the evolution of skills and empowerment of teams to develop their autonomy, user sense and transversal collaboration on projects and operating activities, governance of activities adapted to the “public sector” environment, subcontracting to be implemented, processes and work instructions to adapt,...

The benefits to be performed will correspond to 1 FTE.
