Open procedure for awarding a study on knowledge and technology transfer
in the Free State of Saxony
The Saxon State Ministry of Economic Affairs, Labour and Transport intends to commission an expert opinion that identifies the actors in Saxony's transfer process with a systemic view, classifies them into institutional categories according to established models, evaluates the respective categories with regard to their performance and thus determines untapped exploitation potential in order to derive specific needs for action. To this end, the report has to describe the transfer process including the channels used in the Free State of Saxony, to determine and quantify the transfer potential, to create an impact model of the transfer process in the Free State of Saxony on the basis of scientifically recognized interrelationships and to name the relevant actors, to record their view of the transfer process by means of interviews with the relevant actors and to quantitatively and qualitatively determine the transfer intensity and used to identify channels, needs, in/formal stimuli and obstacles, especially among innovation-active Saxon companies.
