WICKLOW COUNTY COUNCIL invites tenders to this request for tenders (“RFT”) from economic operators for the provision of the services as described in Appendix 1 to this RFT. In summary, the Services comprise:

• Supply and maintenance of pay and display parking equipment,

• Collection of cash from parking equipment,

• Parking Warden services, and

• Parking enforcement hardware and software.

The supply, management, maintenance and repair of Pay and Display parking equipment, including the management of existing legacy equipment, and incorporating the provision of new or reconditioned equipment.

The collection, processing, lodging and reconciliation of all cash monies paid into parking equipment owned or managed by the Contracting Authority. The provision of detailed reporting and reconciliation statements, and the investigation and resolution of any identified discrepancies.

The provision of mobile Parking Wardens and Supervisors, including the provision of all necessary training, uniforms, Personal Protective Equipment, transportation, equipment necessary to perform their duties (excluding parking enforcement hardware and software), and telecommunications.

The provision of hardware and software for the creation of fixed charge notices relating to parking offences, and management of all related backoffice functions including notice processing, customer service, appeal handling, payment handling and prosecution of unpaid notices in Court.

The provision of all required training, support and reporting to ensure consistent delivery and optimal performance of the solutions.
