The Counties need the most complete GIS possible, which ensures functional, non-functional, mercantile and technical requirements.
The system must cover all service areas and processes, as well as have a good workflow to enable the performance of work tasks related to GIS.
Each partial delivery must ensure the most seamless and future-oriented GIS possible, regardless of service areas, processes and workflow. This includes being able to take into consideration that there are different local expertise and different local needs and different local history, different user groups, ranging from "light" to "heavy" GIS users, the simplest possible management, which includes a good overview of products and withdrawal, possibility to manage own licences within "the licence pool", possibility to select products that are relevant in the respective county, understandable and predictable price models for many different suppliers on the various sub-deliveries, and that there is a particular focus on ensuring seamless workflow between partial deliveries
Suppliers must be able to interpret each other's file formats
It must be possible to carry out a workflow in the same system, where appropriate
It is considered an advantage if a supplier is able to give tenders for several partial deliveries
