The Norwegian ERTMS National Implementation project (hereafter called ERTMS NI) is planning to establish framework agreements for hiring technical consultants in order to secure necessary capacity and expertise within several fields of ERTMS. There is a need for resources with relevant experience from other ERTMS and significant signaling projects. These resources are scarce in Norway, and consequently the project is looking towards Europe.

The Contract Works include delivery of senior technical experts, in all phases and areas of the project: The technical experts will participate in the ongoing phase, which include preparation of documents to RFQ, participation in evaluation of tenders and other activities that lead to signed contracts. After contract signing, there will be a need for assistance when it comes to the follow up of suppliers on a generic system level, as well as for the subprojects Trackside signalling system, Traffic Management System (TMS) and Onboard.

A framework agreement will be entered into with several contractors in the area of their expertise/lots:

1. ERTMS System Integration (ERTMS System Integration is defined as integrating different ERTMS system components from trackside, onboard, TMS and GSM-R, and from different suppliers so that the Norwegian ERTMS National Implementation will function as one complete system according to agreed specifications)

2. Traffic Management System (TMS)

3. ERTMS Trackside signalling systems

4. ERTMS Onboard.
