The procurement services of the City of Turku's Group administration request tenders for real estate valuation (AKA valuation), brokerage of business premises and development properties by selling and renting, and brokerage of residential premises by selling and renting, and related consulting services for the period 1.1.2024 (target) - 31.12.2025, after which the agreement can be extended by decision of the Contracting entity on the original terms and conditions for one (1) + one (1) year for the period 1.1.2026 - 31.12.2026 and 1.1.2027 - 31.12.2027 The option is a right of the Subscriber, not an obligation.
Property valuation and consulting servicesReal estate valuation (AKA valuation) focuses on condominiums, buildings and real estate, as well as larger land areas. The service also includes consulting work related to property valuation and property development.
The unconditional requirements set for the service are set out in this invitation to tender, in the appendix to the invitation to tender, Valuation of properties, service description, Appendix 3a and in the draft contract, Appendix 5
The valuation of significant objects is always carried out by two (2) independent Service Providers.
The acquisition shall be subject to a framework agreement with one (1) Service Provider for which two (2) backup service providers are selected.
Reserve service providers will be used in order of affordability if:
- The service provider has not received the assignment for performance in one (1) month
- The Service Provider declares that it is unable to carry out the assignment during the time required by the Customer or for some other justified reason, for example due to congestion
Real estate and rental services for business premises and development properties and related consulting servicesThe unconditional requirements for the service are set out in this invitation to tender, in the appendix to the invitation to tender, Rental of premises and real estate agencies, service description, Appendix 3b and in the draft contract, Appendix 5.
The acquisition shall be subject to a framework agreement with one (1) Service Provider for which two (2) backup service providers are selected.
Reserve service providers will be used in order of affordability if:
- The service provider has carried out an assessment of the property and has been selected as the primary service provider of real estate brokerage, the service provider cannot act as an intermediary for the property (independence)
- the primary Service Provider has not completed the assignment within two (2) months
- the primary Service Provider declares that it is unable to carry out the assignment during the time required by the Contracting entity or for some other justified reason, for example due to congestion
Real estate and rental services of residential premises and related consulting servicesThe unconditional requirements for the service are set out in this invitation to tender, in the annex to the invitation to tender, Rental of residential premises and real estate agencies, service description, Annex 3c and in the draft contract, Appendix 5.
The acquisition shall be subject to a framework agreement with one (1) Service Provider for which two (2) backup service providers are selected.

Real estate agencies for residential premises are mainly located in the Turku region, but they can also be found elsewhere in Finland. If the site is located elsewhere in Finland, the Customer reserves the right to use a service provider outside the contract if the selected service providers are unable to carry out the assignment.
