In the current savings bank buildings of the Kasseler Sparkasse at the Ständeplatz / Wolfsschlucht location, the city of Kassel will realize an administrative location. The client has rented the premises and will renovate and convert them and rent them to the city of Kassel.
The gross floor area (GFA) of the buildings is approx. 24,000 m², the rental area approx. 15,700 m². Approximately 450 workplaces are to be available for the space and function program of the city of Kassel when it is expected to move in in 2026.
The subject of the award procedure are planning services for the renovation, conversion and expansion of the former headquarters of the Kasseler Sparkasse into a technical town hall in the buildings Ständeplatz 3a, 5, 7, 9, 11 and Wolfsschlucht 1, 3, 5, 7-9, 11 in 34117 Kassel by a general planner.
The current savings bank buildings of the Kasseler Sparkasse in Wolfsschlucht 1, 7-11 and at Ständeplatz 3a-13 in 34117 Kassel are available for subsequent use from 2025. For this purpose, according to the resolution of the city council meeting of 1 February 2021, a business space lease was concluded between the Kasseler Sparkasse (landlord) and the client (tenant) in order to accommodate the department -VI- and the offices -14-, -60-, -62-63-, -65- and -66- according to the current state of planning. The city of Kassel has taken over the building complex as a follow-up user as part of the long-term location concept strategy for concentrating administrative locations near the town hall.
Before the relevant specialist offices of the technical town hall can move into the new buildings, comprehensive planning and structural measures on the existing buildings are required in order to achieve future-oriented working conditions and significantly improved spatial, building technology and energy optimisations.
GWG Projektentwicklung GmbH, a subsidiary of the municipal housing association GWG, is responsible for the development and realisation of this project.
The subject matter of the general planner assignment is in particular the following services for the HOAI work phases 1 - 9:
- Object planning building, cf. § 34 HOAI
- Structural design, cf. § 51 HOAI
- Technical equipment, plant groups 1 – 3 and 8 (proportionate) according to § 53 Abs. 2 HOAI, cf. § 55 HOAI
- Technical equipment, plant groups 4 - 6 and 8 (proportionate) according to § 52 Abs. 2 HOAI, cf. § 55 HOAI
- Thermal building physics, cf. Annex 1 to the HOAI, para. 1.2
- Sound insulation and room acoustics, cf. Annex 1 to the HOAI, para. 1.2
- Fire protection according to AHO issue no. 17
- Construction logistics according to AHO issue no. 25.
With the conclusion of the generic planner contract, a firm order for the HOAI service phases 1 – 3 takes place. For the further HOAI service phases, there is a call-off option in favour of the client according to the general planner contract. The contractor is not entitled to commission further service phases as well as any special or project-specific services requested. The contractor cannot derive any claims from a non-call-off of further services.
The client will transfer the cost groups 200 and 400 in whole or in part to KVV Neo GmbH as a contracting partner by way of a contract transfer. KVV Neo GmbH is a subsidiary of Kassler Verkehrs- und Versorgungs-GmbH.
