Within the NFI (CFS department) there is a need for a new MA-XRF scanner to complement the current MA-XRF instrument. The current instrument has been written off and is starting to become less reliable, while the frequency with which the instrument is used in (case) investigations is increasing. The new system is needed to increase research capacity and increase the availability of this technique. In this way, more case research and R&D can be carried out.

The new MA-XRF scanner will be able to perform measurements faster and with a higher resolution thanks to a new generation of X-ray optics and new detectors.

The Command consists of two components:

1. Levering MA-XRF scanner

2. Framework agreement maintenance MA-XRF scanner

The estimate for the maintenance contract (component 2) during the entire term of the maintenance period (including any extensions) amounts to a total of a maximum of € 75,000 excluding VAT. This amount includes all options for renewal and expansion. With this assessment, the Contracting Authority tries to give the best possible picture of the extent of the maintenance. If the amount of € 75,000 excl. VAT is exceeded, the Client can no longer rely on the framework agreement, unless the conditions from one of the exceptional grounds in Article 2.163a to g Aw are met.

The substantiation of the estimate is based on previous procurement in the past and the market consultation carried out prior to this tender. The contracting authority reserves the right to set aside tenders that (significantly) exceed the above estimate and not to assess them further.

In our estimation, the contract value (delivery + maintenance) exceeds the European threshold amount of € 140,000 excluding VAT for supplies or services.
