This notice concerns the call for expressions of interest in the negotiated procedure of an energy performance contract with regard to the completion and subsequent implementation management of high-efficiency “Hydrogen Ready” cogenerative technology solutions with the forecasting of the exclusive use of Fuel Cell technology in airport seat “Sandro” Pertini” of Torino Caselle also pursuant to and for the purposes of art. 2, paragraph 4 of Legislative Decree n. 76/2020, converted into law, with modifications, by L. n. 120/2020.
The purpose of this call for expressions of interest is to verify, in accordance with the general principles of publicity, transparency and equal treatment, the presence on the target market of economic operators interested in the award of the energy performance contract (the 'EPC Contract'), possessing the necessary technical skills for the implementation and subsequent management of technological solutions suitable for the airport and compatible with the needs identified by SAGAT.
In particular, the EPC contract focuses on the realization and subsequent management of high-efficiency cogenerative “Hydrogen Ready” technological solutions with the forecasting of the exclusive use of Fuel Cell technology in airport seat.
In detail, the EPC contract and the technological solution identified by SAGAT that will be the subject of the same is characterized by the following aspects:
(a) the total value of the services covered by the EPC contract is estimated at approximately EUR 14 100 000; according to the typical plan of the energy performance contract, the cost of investment relating to the construction of the plant described below will be predominantly charged to the selected economic operator, who will be entitled to payment of a fee by SAGAT over the duration of the contract estimated in 20 years, paid on an annual basis and related to the energy performance of the plant as well as on the basis of the level of services related to the management of the same;
b) the dimensional power characteristics of the plant to be realized in the light of the energy requirements of SAGAT and its energy efficiency objectives described above are estimated at about 1.2 MWe;
c) the minimum technical characteristics of the technology to be implemented at the basis of the EPC contract provide for the installation of cogenerative technology, type Fuel Cell, powered by natural gas and suitable for direct use of hydrogen ('Hydrogen Ready') as specified in the document 'Technical Specifications' as an integral part of the tender documentation;
d) the cogenerative technology, Fuel Cell type subject to supply, must be commercially available and with operating installations at industrial and/or commercial users globally at the moment the manifestation of interest;
e) the services required by the economic operator of the EPC contract in terms of processing and interventions include in particular the realization of the plants in question as best specified in the 'Technical Specifications' document forming an integral part of the tender documentation;
f) downstream of the implementation of the interventions related to the implementation of the described technological solution, for the entire duration of the contract, the foster of the EPC contract will also be required to provide in favor of SAGAT (and in the face of payment of a fee) the following services related to the intervention: maintenance, management and possible regulatory adjustment of the plant, in compliance with current legislation.
In particular, certain safety, environmental and energy performance requirements must be complied with as specified in the document “Technical Specifications” integrating the tender documentation.
