Purpose of the services: Service contract: Allée Verte 16- 52 Avenue de l'Héliport in 1000 Brussels: construction of a crèche and at least 11 dwellings.
Comment: The purpose of this mission is to appoint a multidisciplinary team (architecture, stability, EPB, special techniques, landscaper, acoustician and surveyor (if applicable)) whose purpose is to design and monitor the execution of a crèche of minimum 1000m² and minimum 11 dwellings, as well as landscaping on a plot located between n° 16 Allée verte and n°52 Avenue de l'Héliport in 1000 Brussels.
This project is being carried out as part of operation 1.1 of the Heliport-Antwerp sustainable district contract, the objectives of which are:
- A need for quality housing for certain target audiences.
- Allow a crossing of the long block (400 m) between Masui Street and Heliport Avenue.
- Increase the number of crèche places.
- Build a multifunctional equipment hub.
- Strengthen the visibility of the district from the great urban figure of the Vergote basin.
- Strengthen the district vis-à-vis external transformations.
Turnaround time
The Heliport Antwerp sustainable district contract provides for deadlines that must be respected in the execution of this mission, namely:
- Sending the purchase order for the works contract no later than September 2026;
- End of construction no later than March 2029.
The mission includes:
For each phase, the mission includes a complete multidisciplinary study mission from design to monitoring of execution.
The multidisciplinary mission consists of the following missions:
- A complete architectural mission;
- A complete engineering mission in stability;
- A complete engineering mission of special building techniques (HVAC, plumbing, sanitary, electricity, vertical transport, acoustics);
- A landscape architecture mission;
- A complete mission of EPB Advisor;
- An acoustic mission;
- A surveyor's mission (if applicable);
- All design studies and execution monitoring necessary for the development of buildings on the site (e.g. application of circular economy, phasing, heritage, etc.).
The mission of health safety coordination is not included in this contract and is carried out by the successful bidder of the Régie Foncière. The tenderer will send the latter the elements necessary for its mission in relation to the project.

Budget:
The amount of work provided for in this contract for the crèche, budget of EUR 2,557,447.20 (excluding VAT - excluding revision, excluding fees, connection costs and other miscellaneous costs) approved in 2022 by the Brussels Capital Region.
The amount of works provided for in this contract for housing, budget of EUR 2,551,360.00 (excluding VAT - excluding revision, excluding fees, connection costs and other miscellaneous costs) approved in 2022 by the Brussels Capital Region.
The project author is responsible for this budget and will make every effort, at all stages of the design and monitoring of implementation, to ensure compliance with it.
