The procurement concerns prefabricated pipes, fittings and valves mainly for underground district heating and cooling pipes as referred to in the Energy Companies' Technical Regulation D:211 "Installation instructions for district heating and cooling pipelines".

Background
The Tekniska verken Group conducts district heating operations in Östergötland, with Linköping and Mjölby as its main locations, and in Sörmland, with Katrineholm as its main town. In Mjölby and the surrounding area, this is done through the majority-owned company MSE, Mjölby-Svartådalen Energi AB. The customer has and will need district heating pipes and details for the client's business.
Current situation Katrineholm's district heating operations
Vattenfall Värme and the Client are currently investigating the conditions for replacing the district heating operations in Motala/Askersund and Katrineholm respectively. Both companies believe that a possible deal can contribute to strengthening district heating in their respective regions. The parties expect a deal to close in 2023.

Purpose & goal
The procurement concerns the delivery of district heating pipes and district heating components, which meets the Client's needs according to the basis of this procurement.
Extent
The procurement concerns district heating pipes and district heating components and the scope corresponds to approximately SEK 25 million per year. Ceiling volume is estimated at 40% over scope.
The procurement concerns prefabricated pipes, fittings and valves mainly for underground district heating and cooling pipes as referred to in the Energy Companies' Technical Regulation D:211 "Installation instructions for district heating and cooling pipelines".
Please note that the scope of the assignment is only estimated and applies without obligation. The intention is to sign framework agreements with, if possible, at least 3 suppliers. For call-offs up to a value of SEK 0.5 million per call-off, ranking applies and for call-offs above a value of SEK 0.5 million per call-off, renewed competitive tendering applies.
Ranking means that the call-off request is first made to the supplier that is ranked number one (1) (in accordance with the evaluation criteria)
If this supplier cannot undertake the assignment, the call-off request is forwarded to the supplier ranked as number two (2) etc.
Renewed competitive tendering means that all framework agreement suppliers are given the opportunity to submit tenders for the current assignment and the winner will be the one according to the stated criteria, such as lowest price, lowest comparison price, quality criterion or equivalent. The assignment is awarded to the supplier that best meets the set requirements. During the term of the agreement, changes may occur based on Group decisions, operational changes, etc. that may affect the need and volume.
The procurement covers ongoing needs of the Orderer within the contract area. For individual projects, the Orderer reserves the right to perform separate procurement.
