The contracting authority hereby invites tenderers to participate in a competition for entry into a framework agreement regarding the purchase of control of tobacco sales in accordance with the Tobacco Act, serving and selling locations in accordance with the Alcohol Act and associated provisions. The assignment will be implemented in accordance with the at any given time applicable regulations.

The contracting authority will enter into a framework agreement for two years. Fredrikstad and Hvaler Municipalities will have the opportunity to extend the contract for one year + one year.

Fredrikstad municipality will implement a number of the controls under their own auspice, but will enter into a contract with a supplier to implement the largest part of the controls. Hvaler Municipality would like to procure the entire system from the selected tenderer.

The stipulated purchasing volume for Fredrikstad municipality is NOK 350,000 - NOK 450,000 excluding VAT per year. The stipulated purchasing volume for Hvaler municipality is NOK 75,000 - NOK 100,000, excluding VAT per year.
