ROR-IKT is a joint ICT co-operation for Aukra, Hustadvika, Molde, Rauma, and Vestnes Municipalities. Other cooperation partners are Stranda Municipality, Sykkylven Municipality, eMunicipality Sunnmøre, which consists of Fjord Municipality, Giske Municipality, Sula Municipality, and Ålesund Municipality, Søre Sunnmøre IKT, which consists of Hareid Municipality, Herøy Municipality, Sande Municipality, Ulstein Municipality, Vanylven Municipality, Volda Municipality, and Ørsta Municipality. The contracting authority would like to join up with a security partner that can be a proactive sparring partner in the work of strengthening ICT security, both on an operative and strategic level. The procurement will be made as a negotiated procedure after a prior notice, cf. § 13-1(2), this is the notice for the qualification. In this round we will only receive requests for qualification, not actual tenders. Further details are given in the tender documentation, chapter 2.
The contract is also meant to cover new procurements, operation, and maintenance of different systems for securing and monitoring the contracting authority's systems, as well as detection and assistance with handling security threats against the contracting authority's systems. We do not want to replace existing security products, but build on what is already established in each municipality/each municipal cooperation to the greatest possible degree
It is important that a possible security partner is very familiar with the threats that the municipalities face, and is able to contribute to raising the quality of security work that is adapted to different technical systems and different framework conditions. However we have enough similarities to make it possible to find synergies and large-scale advantages in providing the services to a large number of municipalities with many similarities.
The municipalities will establish the service on the basis of budgets, resources, and degree of maturity. Some will established selected services in 2023, whilst others will join at a later date. This is subject to each participant's budget coverage.
The value of the procurement is estimated to be NOK 20 million, excluding VAT per annum. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors. Maximum value for the entire contract period, including any options and expected price increase: NOK 120 million excluding VAT. If the amount is reached, the framework agreement will not be valid any more.
The contracting authority reserves the right to make smaller, unsubstantial alterations to the documentation prior to inviting the tenderers to submit tenders.
