Description:
Removal of waste from real estate property numbers 31/13 and 31/15 located in the city of Brużyczka Mała, commune Aleksandrów Łódzki, the Zgierz poviat

The Zgierz Poviat, represented by the Management Board of the Zgierz Poviat, invites you to submit bids in open tender proceedings pursuant to art. 39 of the Act and executive regulations issued on its basis, the Waste Act, the Public Finance Act,

Of the Civil Code and the Terms of Reference.

The subject of the contract is a service consisting in the implementation of comprehensive activities consisting of loading (packing), transport and processing of waste lying on the property marked with plots No. 31/15 and 31/13 in Brużyczka Mała (Brużyczka Mała 49, 95-070 Aleksandrów Łódzki), hereinafter referred to as also "work area". A detailed description of the subject of the contract, including a description of the work area, characteristics of the waste and the manner of implementation of the object of the contract is included in section III of the ToR.

The following deadlines for completing the subject of the contract are set:

1) handover of the work area - within 7 calendar days from the date of signing the contract;

2) in the scope of packaging and transport of waste:

a) commencement: from the day the works area was taken over from the Employer;

b) completion: within: up to 12 weeks from the date of taking over the site of work from the Employer;

3) in the field of waste processing:

a) commencement: from the day the works area was taken over from the Employer;

b) completion: by 30 November 2020.

The contracting authority informs about the possibility of changing the dates of starting the service due to the explanatory proceedings conducted by the District Prosecutor's Office of Łódź Widzewa.

A detailed description of the subject of the contract, including a description of the work area, characteristics of the waste and the manner of implementation of the object of the contract is included in section III of the ToR.

As part of the contract, the Contractor will be required to remove all types of waste collected on the property referred to in point II.1.4, both hazardous and non-hazardous waste. The estimated amount of waste to be packed, transported and processed is 2 013 Mg, in containers and packages of various capacities.

The amount of waste referred to above is estimated and may change in the course of the implementation of the subject of the contract, i.e. decrease or increase.

Due to the fact that the task will be implemented from funds obtained from the National Fund for Environmental Protection and Water Management and the related payment method, the Employer requires that the task in the field of waste processing be carried out in four stages, with the proviso that:

1) in the first stage, 500 Mg of waste will be processed by 30 May 2020 (payment deadline by 30 June 2020 in accordance with the application for co-financing in the second quarter of 2020);

2) in the 2nd stage, 500 Mg of waste will be processed by 31 July 2020 (payment deadline by 30 September 2020 in accordance with the application for co-financing Q3 2020);

3) in the third stage, 500 Mg of waste will be processed by 15 September 2020 (payment deadline by 30 December 2020 in accordance with the application for co-financing the third quarter of 2020);

4) in the 4th stage, 513 Mg of waste will be processed by November 30, 2020 (payment deadline by January 31, 2020 in accordance with the application for co-financing, Q1 2021).

The Employer informs that he does not reserve the obligation for the Contractor to perform key parts of the contract personally.

The Purchaser does not allow partial submissions.

The awarding entity does not envisage the award of contracts referred to in art. 67 section 1 point 6 of the Act.

The Purchaser does not allow the submission of variants.

The contracting authority does not envisage the conclusion of a framework agreement.

The purchaser does not establish a dynamic purchasing system.

The Purchaser does not use electronic auction when choosing the best bid.

The awarding entity does not provide for advance payments for the performance of the contract.

The Purchaser does not provide for foreign currency settlements.

The awarding entity does not provide for reimbursement of the costs of participation in the procedure.

The proceedings are conducted based on the provisions of art. 24aa section 1 of the Act. The Awarding Entity will first evaluate the offers and then examine whether the Contractor whose offer has been assessed as the most advantageous is not subject to exclusion and meets the conditions for participation in the procedure.

The procedure is conducted using electronic means of communication, within the meaning of the Act of 18 July 2002 on the provision of electronic services (i.e. Journal of Laws of 2019, item 123, as amended) via the Open Nexus Sp. z o. o., hereinafter referred to as "purchasing platform". Access to the purchasing platform is possible at the following internet addresses:

1) www.powiatzgierski.bip.net.pl → 'Public procurement' → 'Purchasing platform';

2) or directly at www. platformazakupowa.pl/pn/powiat_zgierz → "Proceedings" → name of the proceedings.

The use of the platform by the Contractor is free.

In the said procedure, offers, requests to participate and the statement referred to in art. 25a of the Act, including the Single European Procurement Document (hereinafter referred to as "EAT"), shall be prepared, under pain of nullity, in electronic form and shall have a qualified electronic signature.
