The call constructive approach to public procurement (CBO) is a competition procedure with negotiation based on art. 38, §1, 1°, c) of the Law on Public Procurement of 17 June 2016 in compliance with European disclosure rules.

Through the CBO procedure, entrepreneurs are appointed who take care of the design and construction of social housing on land that they will sell to a social housing company (SHM) or housing company (WM).

Each contract concluded deals with the construction of social housing, including the design and sale of the land to an SHM or WM. The land is located in the Flemish Region.
