This invitation to tender is divided into 2 main tasks:
— maintenance of general security equipment:
this task involves performing all levels of maintenance on general security equipment installed in the buildings occupied by the European Parliament in Strasbourg,
— operation of general security equipment:
this task mainly involves monitoring the running of the installations, as well as their configuration and backups of data and/or equipment and system settings.
The contract covers various technology/equipment as follows:
— access control system,
— anti-intrusion and emergency exit management system,
— video surveillance system,
— interphone security system,
— entry control systems,
— key management system,
— 'Dorma' electronic locks,
— safes and protected cabinets,
— 'Fontaine' lock system,
— radiocommunication equipment,
— emergency exit control unit,
— people counting system.
The services described above (point II.1.4) include:
— monitoring of the installations,
— preventive, corrective and conditional maintenance (irrespective of the level),
— provision of an on-call service and call-out teams,
— light and heavy-duty tools,
— supply of materials and consumables,
— set-up, management and maintenance of inventories for consumables and spare parts (irrespective of the level of maintenance),
— preparation of various documents for monitoring the services provided by the contractor,
— operation and maintenance of management tools and the operation of CMMS software. The contractor shall enter the full technical description of all equipment which falls within the technical scope of the contract into the CMMS tool,
— cleaning of equipment as well as the equipment rooms provided,
— updating of plans and other documents relating to the technical installations and the future contract (reports, statistics, inventories, etc.),
— assistance and provision of support which the Parliament deems necessary for any activities related to the upgrading of installations, the set-up of new installations or equipment and the inspection or control thereof.
The geographical area includes the following buildings of the Strasbourg site:
— WIC — SDM (Winston Churchill, Salvador de Madariaga),
— PFL (Pierre Pfimlin),
— LOW (Louise Weiss),
— VAH (Vaclav Havel).
