In order to take into account all requirements for the construction of a new KRITIS control center and to achieve successful project planning and implementation with targeted and optimized results, a general planner is to be commissioned to provide the services listed in the general planning contract and the project description. These include, in particular, the topics of control center/control center system technology planning and integration planning for technical building equipment (TGA), building automation (GA) and commissioning management (IBM).
The general planner has to work on all the system groups mentioned in the "Technical Equipment" service profile and, in addition to the control center and control center system technology planning, to create an integration plan for the TGA/GA planning of the technical equipment (heating, air conditioning, ventilation, sanitation, electrical). The client must be involved in this integration planning, as the client is setting up the required control system technology, the process coupling of the supply network systems and a telecommunications node including network management with its own personnel. This requires, for example, coordination with the client regarding premises, supply routes and air conditioning.
In order to ensure a holistic and cross-system approach across all trades right from the start, all services (architectural services and the control center/TGA/GA/TGM (integration) planning) must be provided by a planner as general planner. This is necessary because the entire range of tasks to be performed, the interface and the mutual influence of the architect's services and the specialist planning services described above in the construction of a new control center are very complex and require a high level of coordination. Among other things, this is intended to avoid planning errors that can no longer be satisfactorily solved in the later construction processes.
Since, in addition to other services mentioned, building planning also includes negotiations with authorities, building permits and acceptance under public law, the general planning responsibility in a bidding consortium should lie with the company that provides the architectural service.
The aim is to build a new cross-network control centre – general planning (planning of buildings and interiors, open spaces, structural engineering, building physics, technical equipment).
