Further development and operation of the BIBB website (2022 to 2025)

Web design

The Federal Institute for Vocational Education and Training operates an Internet offering consisting of the central website www.bibb.de, 13 integrated specialist portals and 22 independent specialist portals. “Integrated specialist portals” are linked to the central website in terms of design, concept and technology. BIBB's independent Internet offerings are often available under the umbrella brand BIBB (“header with BIBB logo”). In the area of third-party funding, BIBB also offers in which BIBB is not recognizable as a publisher in visual communication. The National Agency at BIBB operates a PORTAL landscape with special requirements, which should be included in the focus as part of this award. Other online activities of BIBB, which are currently being further developed and which could also result in design requirements, concern internal communication and collaboration (intranet).

The contractor takes over the further development of the design for the website www.bibb.de, including the design for the web applications and integrated Fachpor Tales for a period of four years. In addition, the service provider supports the further development of the design concept for the BIBB overall offering on the Internet (umbrella brand, portal designs). The lot also includes the portal landscape of the National Agentur (NA) at BIBB.

The design of the BIBB website is to be developed continuously in the future and no longer exclusively in the context of relaunches. In addition to the core offering www.bibb.de, the umbrella brand concept (see Appendix 1) for the integrated and independent specialist portals must also be included. The aim of this approach is to change development cycles from occasional major relaunches to smaller, more agile development cycles that are more manageable and based on regular usability checks and user tests. In addition, the design of the NA portal landscape has to be further developed as an independent portal family.

The following requirements have to be considered:

- The screen design is intended to provide users with orientation and increase the effectiveness of messages as part of the Institute's public relations work. The design must be consistent in itself and reflect the identity of BIBB (as an institute for research and further development of vocational education and training in Germany). The goal is an intuitive online environment that is convincing in terms of user-friendliness and contemporary “look and feel” (usability and u-ser experience). To this end, current standards and developments in the area of interface design and user-centered management should be taken into account.

- The BIBB's corporate design manual (see attachment) specifies the specifications for logos and their use as well as for the BIBB's colour scheme. This has to be taken into account when designing the appearance.

- The Barrier-Free Information Technology Ordinance (BITV 2) according to the Disabled Gender Equality Act is another requirement that must be complied with mandatory.

- During design development, particular emphasis must be placed on usability with mobile devices with touchscreen operation such as smartphones and tablets. The result must be a “responsive design” that ensures error-free presentation and good usability in common browsers and resolutions as well as with popular end devices.

Portal development/CMS

BIBB currently operates the www.bibb.de website with 13 integrated and 22 independent specialist portals. The offers are mainly realized via the content management system OpenText WebSolutions.

The contractor must support the development of new and further development and support of existing BIBB Internet offerings based on the OpenText CMS over a period of four years.

In detail, the framework contract portal development/CMS must include the following services:

- Overall control in the implementation of internet offers, project management

- Support and technical maintenance of the content management system

OpenText WebSolutions for the complete offering

- Consulting and conception, focal points: portal architecture, modules, CMS logic, CMS usage, web analytics

- Development and implementation (including implementation of specialist portals, new modules and content areas)

- Provision and support of central online components (including on-site search, web analytics, contact forms)

- Further development of technical documentation for the entire range (e.g. CMS module catalog, pattern lab)

- Further portal development and CMS services

- support services

Services in connection with subject-related applications are not part of this order lot. A separate framework contract (lot 3) is advertised for application development.

BIBB currently operates the www.bibb.de website with 13 integrated and 22 independent specialist portals. The extensive range also includes a number of specialized web applications.

The contractor must support the development of new web applications as well as the further development or support of existing web applications over a period of four years.

In detail, the application development framework agreement must include the following services:

- Design and (further) development of applications

- project management

- Support and maintenance of existing solutions (e.g. training plus database, profession database, project database, publication directory)

- Consulting and conception, focus: applications, databases

- Further services for the support and further development of BIBB applications

- support services

Services related to the content management system OpenText WebSolutions used in BIBB are not part of this order lot. A separate outline agreement (lot 2) is advertised for the portal development/CMS.

web hosting

The contractor takes over web hosting for BIBB's internet offers and web applications for a period of four years. To do this, the existing system landscape must be migrated to the service provider's data center.

In addition to ensuring operation, the further development of web hosting is supported.

The required hardware for hosting is provided as new by the contractor. The contractor provides a comprehensive service for the entire system

(full service).

The Federal Institute for Vocational Education and Training is environmentally certified. Web hosting should take place in a demonstrably climate-neutral data center. In addition, a certified basic IT protection must be proven according to ISO 27001 or BSI standard 200-1 or comparable.

iMove portals

A framework agreement is to be concluded for a period of four years for the continuous development and operation of the iMove website www.imove-germany.de, including the micropages, the mobile version and the extra-net.

The continuous development and operation includes conceptual and technical support for the German-language and English-language portal on imove-germany.de, the micropages, the extranet as well as detailed planning, implementation and technical support/maintenance of portals, micropages and of the extranet, including mobile version in each case.

“Recognition in Germany” portal

The order lot includes technical support, further development and implementation of new projects for the recognition portal www.Anerkennung-in-Deutschland.de over a period of four years (framework agreement).

NA portal landscape

The National Agency for Education for Europe at the Federal Institute for Vocational Education and Training (NA at BIBB) intends to conclude a framework contract with an external service provider for four years, for

- support and technical support of the entire portal landscape (without hosting),

- the technical development as well as the implementation of further developments of the entire portal landscape as well as

- the technical implementation of redesign/relaunch projects for the entire POR valley landscape.
