The subject of the present award procedure is the awarding of consulting and development services for DirX
L-Bank is the promotional institution of the state of Baden-Württemberg. Their business activities are governed by the legal mandate to support the country in the performance of its public tasks, in particular in the areas of structural, economic and social policy, while implementing promotional measures in accordance with The State aid rules of the European Union.
The subject of this award procedure is consulting and development services for the DirX product as a central solution for L-Bank's authorization management.
In order to increase the level of maturity in authorization management and to be able to continuously meet the regulatory requirements for the existing IT landscape, L-Bank would like to further develop binding specifications and processes in authorization management throughout the company.
As part of this procurement procedure, L-Bank is looking for a service provider for the further development of the IT solution "DirX" (Identitiy, Directory, Audit) from Atos in accordance with the relevant regulatory requirements. The services provided include, in particular, consulting services as well as development services such as the development of technical functionalities, the provision of technical assessments and the preparation of decisions in the BRM environment.
The subject of this contract is the following services:
- Consulting services in authorization management regarding system design and setup with DirX as well as specification and documentation of developed concepts within the framework of L Bank, internal requirements and relevant regulatory regulations
- Further development of functionalities, e.g. for the processes for applying for functional roles and functional identifiers and for the role management processes based on project and line requirements
- Implementation, testing and deployment support, e.g. for system extensions
- Support in the integration of software updates and coordination with the software manufacturer to obtain any necessary customer-specific hotfixes
The contract is scheduled to be concluded by November 2023. The service is to be provided between November 2023 and November 2026. The contract can be extended twice for one year at a time.
