The Saxon Administration Network (SVN), the so-called SIDI platform and the operating platform in SID's own data center play a central role in the provision of functionalities for e-government at the infrastructure level. At the application level, so-called (basic) components and IT applications based on them are used here.

In order to be able to reliably operate these centralized and decentralized technical infrastructures (hardware and software) in the future and to be able to further develop them in line with requirements, it is necessary to test both the hardware (network and server components, operating systems, etc.) and the software (IT applications, IT services, etc.) individually and in their interaction with regard to various quality features.

The ongoing changes to the IT infrastructure or the IT applications based on it as well as new IT applications regularly require extensive tests in various ways in order to permanently ensure the most trouble-free, high-performance and secure operation of the agreed service levels and to meet the desired technical requirements.

An external service provider is to be found with whom a framework agreement for the provision of test services will be concluded. From the framework agreement, it should be possible to flexibly call up various test services (planning, preparation, control, execution, documentation, test automation) for functional tests, load tests, security tests as well as usability and accessibility tests, for example, as required.

From today's point of view, the following test services are to be provided by the contractor, which are called up in whole or in part, depending on the individual call-off:

- Advice on the preparation, implementation and evaluation of test projects,

- Review and analysis of documents (e.g. technical and IT concepts, requirements specifications),

- Planning and implementation of an overarching test management,

- Testkonzeption,

- Development and coordination of test specifications,

- Creation and maintenance of specific scripts for test preparation, execution and evaluation,

- Carrying out tests,

- Test evaluation and derivation of measures,

- Reporting and escalation,

- Assisting the client in carrying out acceptance tests,

- Updating the test manual,

- Implementation of special test trainings for employees of the state administration,

- temporary or permanent provision of special test tools (test tools) of the contractor for use by the client's employees,

- Temporary or permanent provision of special test infrastructures (IaaS) or test services (PaaS, SaaS) for use by the client's employees

- Consulting on software quality and processes in software quality assurance in the context of test projects

- Provision of an IT service for test automation

- Automation of defined test cases (creation, execution and evaluation)

- Maintenance and servicing of active automated test cases

- Import of already existing automated test cases and ongoing maintenance and servicing of the imported test cases

- Further support in the context of test automation
