The City of Imatra will launch the procurement of the GIS on the terms defined in this invitation to tender and its appendices. The value of the procurement exceeds the EU threshold. The contract period is 2 years fixed-term with an option of 2 years, after which the contract will continue until further notice if the customer so decides. The terms of the contract are JIT 2015. The tenders are compared on the basis of overall economic advantage, based on the best price-quality ratio. The services and key documents to be procured must be produced in Finnish. The services also cover support and maintenance functions. The quality evaluation criteria are described in Annex 1, Qualitative comparison of tenders. Annex 2 describes the minimum mandatory requirements that tenderers must meet. Partial bids will not be accepted.

The object of the procurement is a database-based solution and service package produced by one operator as a SaaS service. The system's map interface must also work on a mobile device. The new system partially replaces the city's current software, which is listed in Appendix 3, the target state of the GIS. The report provides an overview of the situation in the city. There are about 20 data administrators in the system and about 20 data viewers when the system is taken into use. When the system is fully operational, the total number of data viewers is estimated to be around 70.

Objectives of acquisition

"The aim is to launch the GIS implementation project in autumn 2023.

-The aim is that the future procurement will cover the solution and service package described above, including:

-Products and services related to the solution

-Planning, implementation and project management of the implementation project as a whole

-System migration including data conversion

-Possible development tasks for products and their integration

-Small-scale development tasks (the number of hours is determined during the commissioning phase)

-Increased support service and training required for the start-up phase

-Continuous services (service support and maintenance)

-Further development of the solution

-Support for processes
