Description:
Closing the gap between fire brigade locations in Baltmannsweiler - Open procedure for project management services

On the vacated areas of the fire brigade locations in the districts of Baltmannsweiler and Hohengehren, innovative ways of creating housing oriented towards the common good in small communities are to be tested.

The area at the Hohengehren site is approx. 1,390m². An adjacent project with approx. 600m² can be seen as part of the overall project, as the property could be acquired by means of the "Land Fund of the State". Developments in this area will have to be taken into account in the implementation of innovative measures in the sense of integrated local development projects. The area at the Baltmannsweiler site opposite the Protestant church amounts to around 800 square meters.

To promote the measure, the municipality of Baltmannsweiler has submitted an application for funding as part of the funding program "Closing development gaps and creating housing in small communities". Approval is expected at the end of the 3rd quarter of 2023 (see project description for the funding application in Appendix 10).

Within the framework of this overall process, project and process control services for the overall procedure as well as the technical support and implementation of the necessary tenders and awards are to be awarded. The detailed scope of services can be found in the fee form/service catalogue in the appendix.

The specific services include in particular:

- Control of the overall procedure: conception of the overall concept, process flow chart with required building blocks, development of decision-making and work structures/document storage, overall framework schedule with overview of all orders and plans to be awarded, interface management; regular coordination meetings (jour fixe)

- Continuous technical and conceptual advice to the municipality on the development of the overall process, the utilisation concept, the spatial programme, the feasibility study as well as the development of the urban planning, economic and legal requirements for the concept award

- Implementation of market exploration to clarify the market, the probability of implementation of the project, feedback of the ideas with possible interested parties, derivation of specifications for the award of concepts

- Embedding the process and (interim) results in local structures through feedback/presentation in the municipal council and administration

- Technical support and implementation of tenders and awards, in particular public relations work including securing results and funding management as well as the feasibility study, if necessary further

The basis for this is formed by the participation guidelines of the municipality of Baltmannsweiler, the funding application including a draft of a possible process flow plan (see appendix), an initial feasibility study by KE LBBW on the possible subsequent use of the above-mentioned properties from 2017 as well as various preliminary investigations into the structural-technical condition of the town hall.

We are looking for a company that can start processing immediately after commissioning; a total processing time (completion phase 1) of approx. 18 months is assumed.
