Procurement of rent and service contracts with non-profit actors for the operation of 300-400 places in 3-5 long-term homes. The procurement is reserved for non-profit actors, cf. PPR§ § 2-4 letter h, and the non-statutory access to reservation in accordance with the Ministry of Trade, Industry and Fisheries’ guidelines for public procurements dated 7.12.2017. Parallel rent, operation and service contracts will be signed, for 8+1+1 years. All the contracts must be signed with non-profit actors.
December 2017, the city council adopted a Strategic housing plan for persons with assistance requirements 2018-2028. The plan outlines the need for places in long-term homes in Oslo until 2028. Further defined in the city council declaration is the goal that 25 % of places in long-term homes shall be operated by non-profit actors. The rent and service contracts reserved for non-profit actors for the operation of 300-400 places in 3-5 long-term homes will be supported under the need for places in long-term homes described in the Strategic Housing Plan, and the city council’s goal for 25 % of places in long-term homes to be operated by non-profit actors.
The procurement is reserved for non-profit actors, cf. PPR§ § 2-4 letter 4, and the non-statutory access to reservation in accordance with the Ministry of Trade, Industry and Fisheries’ guidelines for public procurements dated 7.12.2017. Parallel rent, operation and service contracts will be signed, for 8+1+1 years. A rent and service contract shall be signed with non-profit actors.
For each long-term home the following is included:
— rent and operations contract,
— service contract.
Tenderers must take on the total responsibility to deliver satisfactory buildings, and manage, operate and maintain the rented items for 8+1+1 years. The tenderer will receive remuneration during the contract period.
The tenderer will be completely responsible for the rented object meeting all the requirements in the requirement specifications and applicable regulations.
In addition, the tenderer must provide services in the building, based on negotiated and signed service contracts.
Applicable laws and regulations that are relevant for the operation of nursing homes shall be met.
