The NDFA is seeking tenders for appointment to a Single Party Framework for the provision of Assigned Certifier Services to the Devolved Schools Building Programme 2. Please see the RFT attached to this notice for further information.

The NDFA, on behalf of the Department of Education (DoE), is procuring a Single Party Framework for Assigned Certifier Services for the delivery of schools building projects as part of the schools building programme announced by the Minister of Education in November 2015.

To assist the DoE in the delivery of this required additional school capacity, an element of the schools building programme will be procured and delivered by the NDFA, acting on an agency basis (the Devolved Schools Building Programme2 ("DSBP2")).

Phase 1 of the Programme will consist of approximately 20 individual projects ranging from new build schools to extension/refurbishment projects for primary, post-primary and special schools.

It is anticipated that subsequent phases may be added to the DSBP2.

It is intended that most, if not all, school projects referred by the NDFA will be procured by way of design-build public works contracts with schools typically aggregated into bundles based on location, size and/or character. The actual form of contract arrangement and procurement will be determined by the NDFA in consultation with the DoE.
