This project will focus on improvement of the VET system of the country through combining different types of interventions, including a) pilot projects in the field, b) twinning arrangements between local and Swiss institutions and c) policy dialogue in cooperation with other major donors involved in the field. Learnings and best practices from the pilot projects in the field will be used in policy dialogue in cooperation with other major donors involved in VET on agriculture. Twinning arrangements between local and Swiss institutions will make sure that these changes are sustainable.
The beneficiaries of the project will be young and adult men and women who seek improvement of their skills in farming and related services through vocational education and training. Since the project will be implemented in the areas heavily populated by IDPs, they will be among the beneficiaries, especially because this group of people strongly need vocational training on different areas due to the fact that IDPs are not granted land plots like the local population in rural Azerbaijan.
Different government institutions will also benefit from the project, as they will get some support to develop their institutional and technical capacities as part of the project.
The project implementing partner will have full responsibility for overall project implementation.
