Award of the project management services according to issue 9 AHO for the project "Neue Stadtmitte Kelsterbach"
With the construction project "Neue Stadtmitte Kelsterbach", the city of Kelsterbach is planning to redesign and upgrade the areas around the underpass at Kelsterbach station. In 2021, a preferred variant was selected within the city on the basis of a feasibility study including variant study. The construction project includes in particular the mobility-friendly redesign of the cycle and footpath routing, the adaptation of the road gradients, the construction of new bus stops and the expansion of bicycle parking spaces.
The project area extends from the junction of the Windmühlenweg to the junction of Martin-Luther-Straße. In the section north of the underpass of the DB tracks, a bus stop on both sides in the form of stop caps and two crossing points for pedestrians will be built to improve the connection of the modes of transport at the station. In the course of this redesign, the turning hammer in Rüsselsheimer Straße and the parking stands there will also be adapted.
On the eastern edge of the mörfelder Straße, an independent equipment cycle path will also be built, which will be located within the underpass in an elevated position opposite the roadway. The existing cycle/footpath on the east side will in future be built as a separate cycle and footpath, whereby the walkway will be barrier-free throughout. South of the underpass, the existing pedestrian overpass is also to be dismantled and replaced by a pedestrian crossing (FGÜ) of the same height. In the course of the necessary increase in the longitudinal slope of the road, the retaining wall heights between the roadway and edge areas can be reduced and thus the cityscape can be made more uniform and attractive. In the transition to the existing development west of Mörfelder Straße, height adjustments will be necessary in this context.
Further details can be found in the "Feasibility Study" appendix. According to the current state of knowledge, construction costs of approx. EUR 5.6 million gross (including security surcharge) are expected. Various site plans (including a site plan preferred south side) are presented as further facilities.
The subject of this award is project management and management services in accordance with AHO Issue No. 9 in the 5th, completely revised edition (as of March 2020). With his performance, the contractor should make a significant contribution to implementing the construction project on time, in terms of quality and costs.
The aim of the external project management is the complete management and coordination of the project "Neue Stadtmitte Kelsterbach" for the city of Kelsterbach. External project management includes in particular the following tasks:
- Coordination talks with the city of Kelsterbach, the participating law firm and other third parties,
- Organisation and coordination of coordination with Hessen Mobil, Lokale Nahverkehrsgesellschaft (LNVG), Unbehindert Mobil as well as with DB Station&Service and DB Netz AG,
- Representation of the city of Kelsterbach vis-à-vis contractor(s) and project partners,
- examination of funding applications with the aim of optimising the eligible costs,
- Monitoring of the project schedule,
- Examination of planning documents to ensure planning quality and to reduce the scope of planning to the necessary level,
- Clarification of detailed questions about planning,
- Supervision of the tender to ensure the eligibility for funding including award recommendation,
- Set up, operate and complete a project communication system.
All basic services of the project management and management service profiles are commissioned in accordance with §§ 2 and 3 AHO, issue no. 9. The assignment covers all basic services of all project stages and areas of action. In addition, in Action Area A, special services are commissioned with regard to a project communication system across all project stages, which include:
