It concerns a contract for the adoption of services.
The study assignment embraces the master planning of the site, architecture study, stability study and study of the techniques for the construction of a city office including the restoration of the existing buildings and the surrounding environment. The city of Nieuwpoort has defined the area for the city office, in which the programme of requirements has to be incorporated.
The services to be carried out shall concern:
— finalising the project definition together with the client,
— further refinement and adaptation of the chosen layout plan and draft outline,
— the drawing up of a final sketch design with the layout of the rooms,
— the preparation of a preliminary draft file,
— the preparation of any grant files,
— the preparation of the file for obtaining an environmental permit,
— the preparation of a final draft file,
— the preparation of the implementation dossier (tender dossier),
— the examination of the procurement of works and the proposal for the award,
- the management and control of the works,
— the task of coordinating the studies (both during the design and implementation phases),
— the review of claims statements (settlements, settlements),
— accountability of the minor or additional works,
— draw up minutes,
— to be made up of a calculation note of the quantities actually exported and the final statement of the works, and to be sent to the Steering Board before the date of provisional takeover,
— assisting the Board during provisional and final acceptance or refusal,
— follow-up of noted comments on provisional acceptance and follow-up of operation, adjustments and resolution of problems of technical installations during the guarantee period.
The study assignment includes:
— the study of architecture (structural works, roofing works, joinery, interior finishing, painting works, ... ),
— the study of special techniques (plumbing, HVAC, electricity, lifts, sound acoustics,...)
— stability studies in the context of the study of architecture and the study of special techniques,
— the study of environmental construction (including sewerage),
— EPB study in the framework of the Flemish energy performance regulation,
— the task of coordinating the studies (both during the design and implementation phases).
The following assignments are not included in the study assignment:
— the measurement of the demarcated site, as shown in the attached plan; additional measurements, according to the tenderer, are included in the study assignment,
— safety coordination design and implementation,
— the preparation of the technical report in the context of the regulation of earthmoving; the tenderer shall provide all the information in the context of the contest (earthmoving tables, ... ),
— the study of loose furniture.
The tenderer shall take into account the fact that separate substudies are drawn up:
The Client must take into account that the assignment is divided into a maximum of 3 phases. Depending on the classification, the process to be completed will be determined by mutual agreement in the preliminary design phase.
The tenderer must take into account that the different substudies will not necessarily be carried out simultaneously.
Important: the contracting authority has the right not to have the study of one or more sub-studies carried out or to stop it after a certain phase. The tenderer shall not be entitled to any compensation, of any kind, for failure to carry out one or more substudies!
For the realization of the project, a construction budget of 9.600.000 EUR incl. VAT excl. fees.
