The study should build on the 2 previous editions of the quality of government Index to:

i. collect and analyse data on the subnational variation of the quality of government in all MS consisting of more than 1 NUTS-2 region;

ii. create a robust composite indicator of the quality of government at subnational level;

iii. compare results with the 2 previous editions of the quality of government index and draw conclusions about the evolution of quality of governance at regional level.
