In cooperation with regional actors, the city of Schwedt/Oder intends to build a service and transformation building as part of the so-called Innovation Campus, which is to develop throughout the city.
The central area of the ZOB (Central Bus Station) (address: Handelsstraße 3, 16303 Schwedt/Oder) was chosen as the location for the service and transformation building, which will offer rooms for education, co-working, start-ups, among other things. The good transport connections, the proximity to other commercial and service companies, space for reorganization and existing building rights enable optimal development at this location.
The entire area of the ZOB is to be included in the urban planning consideration and a proposal for the arrangement of the service and transformation building or other buildings (possibly upper school center) is to be made. The areas actually used for the ZOB no longer meet modern requirements. The opening of the new service and transformation building to the city, in the direction of the train station and in the direction of the shopping center must be noted. The building should be 4-storey and expandable. The surrounding buildings are characterized by 2-3 storey buildings.
The client uses the architectural realization competition to find an optimal architectural design for the realization of a transformation and service building. The innovative approach underlying the building should also be reflected in its exterior.
The city of Schwedt/Oder will invite a maximum of five architectural and engineering firms after evaluation of the preceding public participation competition.
The competition sum is 50,000 EUR. As part of the bidding phase, the five offices selected by the client will receive an expense allowance of EUR 10,000 each, provided that they have submitted an architectural design and a fee offer. No prize money will be awarded.
The upper cost limit of the gross construction costs set by the city is EUR 18,000,000.
The assignment is subject to the approval of the city council of the city of Schwedt/Oder and the allocation of subsidies within the framework of the JTF program.
Surveying services and ground appraisals are not the subject of the order. These
shall be put out to tender separately by the client.
The fee calculation and the preparation of the planning must be based on and oriented to the fee tables of the HOAI 2021 according to the relevant service profiles. The construction costs are to be determined according to DIN 276. The offers are to be developed on the basis of the objective (see point 2 Task) for LPH 1 to 8. If necessary, an on-site inspection must be carried out.
Subject to the approval of subsidies, a gradual commissioning takes place without
Legal entitlement to further commissioning, initially the commissioning of the service phases 1 - 3 takes place.
An assignment as general planner is subject to a final clarification of the funding conditions.
The services are expected to be provided from August 2023.
