S46 - HOAI technical planning technical equipment system groups 4 to 6, school buildings

The services advertised here include planning services for property planning in accordance with Section 39 HOAI in conjunction with Annex 11, work phases 2 to 9. The individual basic services and special services result from the tender documents.

On behalf of the state capital of Potsdam, Department of Education, Youth and Sport (23), the Municipal Real Estate Service (KIS) now intends to finally renovate the Friedrich-Wilhelm-von-Steuben comprehensive school in terms of fire protection, including accompanying measures. The Kirchsteigfeld campus includes the school building, a gymnasium, and sports and outdoor facilities.

The first planning was already started in 2016. The project had to be interrupted twice in the meantime. The required building permits and differentiated planning statuses in HOAI service phases 2 to 6 have been available since 13.08.2018 (AZ 00578-2017-20).

In accordance with the task from the fire prevention show on 04.11.2009, the gymnasium was started. This and the school building's teaching kitchen have been renovated (without outer shell). The entire school building, including outdoor facilities, is now to be continued. As an interim expansion during the renovation of the school building in about 5 construction phases, a container system is currently being planned and erected.

Furthermore, the renovation of the gymnasium has shown that, in addition to the deficiencies in fire protection, there are also considerable ones in the area of the outer shell of the buildings that are now to be eliminated.

The planned measure is to be implemented in sensible construction phases during ongoing school operations. The allocation of VOB services must be carried out in accordance with the budget situation, with the result that the trades must be awarded in several lots in the construction stages and time intervals still to be determined. Furthermore, after testing and dimensioning the building envelope, the aim is to obtain subsidies for energy-efficient building renovation.

Key selected components of the renovation work at a glance:

The two-storey school building was built by a Dutch construction company in the mid-1990s. It is built on a monolithic flat foundation mainly from precast concrete elements (supports, bars, wall and ceiling panels). There is a partial basement in the middle part of the building for some house connections. The outer walls are multi-layer constructions (clinker with air and insulation layer, concrete, interior wall plaster with painting). The roof sealing/insulation has been renovated in the last 10 years. So far, only the necessary maintenance work has been carried out inside the building.

There are random studies on the condition of the exterior wall components, which are included in the tender documents.

The condition in the building is recorded in a room book from 2018 and needs to be updated.

The HOAI service period should start 7 calendar days after the conclusion of the contract.

The planned start of construction for the first phase of construction is scheduled for September 2022. The complete renovation and commissioning of all new technical facilities, including the gymnasium that has already been renovated, is expected to be completed in March 2024.

The design of the open spaces is also carried out in sections. The school project will start in spring 2022 for a small area. After completion of the individual building renovation phases, the additional outdoor facilities will be completed by July 2024 from May 2023 at the latest.

The technical planning of technical building equipment in accordance with §53 HOAI is to be provided for plant groups 4 to 6 in the work phases 2 to 9:

- Adaptation of the lift control/system to modified electrical/fire protection systems
