Järvenpään Mestariasunnot Oy (Subscriber) requests your offer for broadband internet and cable TV connections in accordance with this invitation to tender and its appendices. Mestaritoiminta Oy is responsible for the implementation of the procurement, authorized by Järvenpään Mestariasuntot, in cooperation with Learnpoint Oy, a consultancy focused on ICT procurement and solution development.

The contracting entity requests a tender for the following entity (A+B) implemented for all objects:
A. Broadband internet connections for properties for residents, common areas and building automation.
B. Cable TV subscriptions and services for the use of residents and common areas.
The supplier must offer the whole. More detailed information and tender requirements for the entity in question can be found in Annex 1 to this invitation to tender, where the minimum and quality requirements for the services to be provided are indicated. The Act on Public Procurement 1397/2016 applies to procurement. The procedure is an open procedure above the EU threshold. The contract notice has been published electronically and the tender documents are available electronically together with the notice. The tender documents are in Finnish and the tender must be submitted in Finnish.
The offer must be valid for four (4) months from the last possible date for submitting the offer. Neither the contracting entity nor Learnpoint Oy pays compensation for submitting the tender in question. Under the Act on Public Procurement, contracting entities are obliged to reject tenders that are incomplete and do not comply with the invitation to tender or have arrived late. The contracting entity reserves the right to reject all tenders if the tender prices are clearly higher than the general price level or if the tenders are manifestly unfavourable to the contracting entity.
