The contracting authority acts as authorised contractor on behalf of the participating members (the Clients).
Assignment Background
All clients are municipal services or government-dominated cleaning companies that are (among other things) responsible for the collection of waste. In the execution of the task, the aforementioned clients use drop-off containers. These can be (not exhaustive): gantry arm containers, open top hooklift containers, warehouse hooklift containers, drop-off container containers. Depending on the area of use or the material to be transported, the clients may have specific requirements about (non-exhaustive) outward dimensions, load capacity, sheet thicknesses, covering systems and accessories. Maintenance of containers can also be part of the assignment. The clients wish to contract parties that can supply a broad spectrum of containers and assessors in a competitive environment. Within this tender, there will be an assessment and award on qualitative grounds.
Purpose of the tender
The purpose of the tender is to conclude a framework agreement on behalf of the clients by CV Midwaste Milieu UA with a maximum of four (4) Contractors for a period of two (2) years with twice an option to extend by one (1) year. The intended effective date of the Framework Agreements is 1 February 2023 and, taking into account the extensions, has a duration until 31 January 2027 at the latest.
Nature of the Assignment
The contractors with whom a framework agreement is concluded are called Preferred Suppliers. The Preferred Supplier position does not include a guarantee of delivery. The contract includes the possibility for the preferred suppliers, for the duration of the framework agreement, in the event of a need of the Clients, to compete in the form of a mini-competition for the ready-to-use delivery of sales containers or the performance of work related to sales containers. The numbers, specifications and award criteria are made known per mini-competition.
