The tender includes packing, delivery, placing and settlement, etc. of purchased groceries for searched citizens in their own homes in accordance with section 83 of the Service Act.

The target group for the procurement scheme is the citizens who have been searched for it. The service is currently provided by home care providers.

If the citizen visits the municipal home care provider to provide the practical assistance, the municipal home care provider will use the framework agreement to provide the services covered by the procurement scheme.

If the visited citizen chooses a private home care provider to provide the practical assistance, the private home care provider may choose to provide the services covered by the procurement scheme or opt out of providing the services, after which the service will be provided in accordance with the framework agreement.

Residents of nursing homes are not part of the deal.

The procurement scheme consists of the following sub-services:

1. Receipt of the citizen's order

2. Packing of goods

3. Delivery of goods to the citizen's home

4. Put items in place

5. Handling of returnable packaging

6. Settlement with the citizen

7. Settlement of accounts with the contracting entity

The purchasing scheme does not include the preparation of shopping lists and ordering goods.
